MOTION TO APPROVE Agreement between Broward County and Broward Behavioral Health Coalition, Inc. (“BBHC”) in the amount of $925,650, effective retroactively from September 30, 2019, with three additional renewal terms, the first of which begins September 30, 2020, to enhance the delivery of services to youth in the One Community Partnership 3 (“OCP3”) program who experience serious emotional disturbance (“SED”) and those with early signs and symptoms of serious mental illness (“SMI”); authorize the Mayor and Clerk to execute the Agreement; and authorize the County Administrator to take all necessary administrative and budgetary actions to implement the Agreement.

Summary Explanation/Background
THE HUMAN SERVICES DEPARTMENT AND THE COMMUNITY PARTNERSHIPS DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
This action supports the Commission value of “approaching human services collaboratively and compassionately, with special emphasis on the most vulnerable” and the goal to “effectively advocate for and acquire municipal, state and federal financial support to equitably address health and human services needs of the entire community, through a truly coordinated system of care.” The funding supports the system of care for youth experiencing SED and SMI with the goal of achieving mental health wellness while keeping the youth in the least restrictive environment with the support and participation from their families.
Retroactive approval is requested to allow BBHC to bill for services provided and maximize use of the awarded funds.
On April 19, 2019, the County applied to The U.S. Department of Health and Human Services, Substance Abuse and Mental Health Services Administration (“SAMHSA”) for OCP3. On September 10, 2019, the County received a Notice of Award. BBHC is the subrecipient of this grant. On November 5, 2019 (Item No. 13), the Commission approved the appropriation and disbursement of funds to BBHC and authorized the County Administrator to execute the agreement with BBHC.
During negotiations, BBHC identified concerns with several articles within the standard consultant agreement form previously approved by the Commission on June 12, 2018 (Item No. 61). As substantive revisions were made to articles 1, 2, 3, 4, 5, 7, 8, and 12, the Office of the County Attorney (“CAO”) recommended Commission approval of the agreement with BBHC. Also, during negotiations, the scope of work was recalculated to add $8,104 to the Agreement for a total amount of $925,650.
The Agreement has been reviewed and approved as to form by the CAO.

Fiscal Impact
Fiscal Impact/Cost Summary
There is no fiscal impact to the County. The funding is provided by SAMHSA. The program would be discontinued if grant funding is no longer available.
