Summary Explanation/Background

THE ENVIRONMENTAL PROTECTION AND GROWTH MANAGEMENT DEPARTMENT AND THE ANIMAL CARE AND ADOPTION DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

On April 3, 2012, the Board of County Commissioners adopted Resolution No. 2012-271, authorizing the establishment of a financially feasible No Kill Strategic Plan, with the intent to become a No Kill Community. Section 40.9 and 40.10 of the Administrative Code provide the director of Animal Care and Adoption Division with the authority to waive or reduce impound, boarding, and rabies tag registration fees in certain circumstances. The proposed ordinance expands upon the Director's current waiver authority to include overcapacity of the shelter, special events, where pet owner meet federal low-income guidelines, and for animals that have been identified as "most at risk."

Approval of the Resolution would further Broward County's goal of becoming a No Kill Community.

The proposed Resolution also updates current Division fees and establishes new fees related to the operation of a new Wellness Clinic in the Division shelter.
