Summary Explanation/Background

REAL PROPERTY SECTION AND THE PARKS AND RECREATION DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

 

This item supports the County Commission value of encouraging investments in renewable energy, sustainable practices and environmental protection; specifically, the goal to seek funding for, implement policies and pursue projects promoting, the use of alternative energies and sustainable practices. The purpose of this Lease Amendment is to add approximately 6.37 acres of State-owned land to the area included, leased, and managed as West Lake Park, the title of which is held by the Board of Trustees of the Internal Improvement Trust Fund of the State of Florida. All terms of the original lease agreement, Lease Number 3417, remain unchanged except as amended by this action. All State lands included in the original lease agreement may only be utilized for resource-based public outdoor recreation that is compatible with the conservation and protection of the land.

 

This land addition of high-quality mangrove community sits directly north and adjacent to a 2.26-acre County-owned parcel that was purchased through the 2000 Safe Parks and Land Preservation Bond Program and was restored through a wetland mitigation project in 2010. This addition into the West Lake Park lease will result in continuity of protected quality habitat.

 

The Lease Amendment was prepared by the Florida Department of Environmental Protection and is in the agency’s required format. The State has requested the County execute the Amendment first.

 

The Lease Amendment has been reviewed and approved as to form by the Office of the County Attorney.

Fiscal Impact/Cost Summary

There is no fiscal impact associated with this action. The existing lease agreement requires a $300 annual administrative fee that will remain the same. The fee is paid from the Parks and Recreation Division’s operating budget.
