Summary Explanation/Background

Section 255.065, Florida Statutes, was enacted to encourage investment in the state, counties, and municipalities by private entities to facilitate the cost-effective acquisition, designs, construction, renovation, and operation of projects serving a public purpose.  To further this purpose, requiring public-private partnership proposals to remain exempt from public records to the full extent permissible by Florida law would encourage private entities to submit proposals that could result in a benefit to the public.
