In accordance with the Broward County Procurement Code, Section 21.31.a.4, Award Authority, Board approval is required for awards exceeding $500,000.

 

What Action Accomplishes

Provides all necessary software, hardware, and services, including ongoing support and maintenance, for a fully integrated, real-time location solution system that provides patient bed management and other functions for the Broward Addiction Recovery Center.

Summary Explanation/Background

THE PURCHASING DIVISION AND THE HUMAN SERVICES DEPARTMENT/BROWARD ADDICTION RECOVERY CENTER RECOMMEND APPROVAL OF THE ABOVE MOTION.

 

This item supports the Board’s Value of “Consistently delivering responsive, efficient, quality services to the public and internal customers” and its Goal to “build into every process and service effective checks and balances that do not cause inefficiency, but rather ensure consistency, continuity, and quality.” This item also supports the Board’s Value of “Approaching human services collaboratively and compassionately, with special emphasis on the most vulnerable."

 

The Office of Economic and Small Business Development did not establish a County Business Enterprise participation goal for this project (Exhibit 3).

 

The System and Services Agreement engages Ideacom Healthcare Communications of Florida, Inc. to provide a real-time location solution system to perform bed management, and other functions, including patient, staff, and visitor tracking, room occupancy and usage tracking, staff productivity tracking, funding source tracking, infection control, healthcare environmental control, and security and staff emergency alert functions for Broward Addiction Recovery Center (BARC).

 

On August 14, 2018 (Item No. 92), the Board approved Request for Proposals (RFP) No. TEC2116974P1, Real Time Location Solution System for the Broward Addiction Recovery Center. The RFP was advertised and, at the time of the opening deadline of 5:00 p.m. on October 1, 2018, one firm submitted a proposal.

 

On November 28, 2018, an Initial Evaluation Committee meeting was held. The Evaluation Committee determined that the single firm was both responsive and responsible to the RFP requirements and would proceed to final evaluation.

 

On December 21, 2018, a Final Evaluation Committee meeting was held. After presentation, evaluation, and a voice vote, the Evaluation Committee ranked and accepted Ideacom Healthcare Communications of Florida, Inc., as the qualified single-ranked firm.

 

The Evaluation Committee's proposed recommendation of ranking was posted on the Purchasing Division website from December 31, 2018 to January 3, 2019, which provided an opportunity for any proposer or interested party to present any new or additional information regarding the responsibility of the proposer. There was no additional information submitted within this timeframe.

 

The Evaluation Committee's final recommendation of ranking was posted on the Purchasing Division website from January 4 - 10, 2019, which provided an opportunity for any aggrieved proposer to file a formal protest. There was no protest filed within this timeframe.

Four negotiation meetings were held to negotiate this agreement: June 10, June 14, September 18, and October 9, 2019. These meetings were attended by representatives of Ideacom Healthcare Communications of Florida, Inc., Midmark RTLS (the product manufacturer), Broward Addiction Recovery Center, the Purchasing Division, Enterprise Technology Services Division, and the County Attorney’s Office.
