Previous Action Taken

At its meeting on December 3, 2019 (Agenda Item No. 60), the Board adopted resolution 2019-547 to transmit the proposed amendment to designated state agencies for review, pursuant to Ch. 163.3184, Florida Statutes. On February 25, 2020, the Board adopted a resolution to publish public notice of the adoption hearing for the proposed amendment.

 

Summary Explanation/Background

THE ENVIRONMENTAL PROTECTION AND GROWTH MANAGEMENT DEPARTMENT, THE LOCAL PLANNING AGENCY (LPA), AND THE PLANNING AND DEVELOPMENT MANAGEMENT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

 

On April 25, 2017 the Board adopted the BrowardNEXT Land Use Plan (LUP). On March 28, 2019 the Board adopted the BrowardNEXT2.0 Comprehensive Plan. The Broward County Planning Council (BCPC) certified the Broward Municipal Services District (BMSD) Land Use and Community Planning Element (“BMSD Element”) of the comprehensive plan, as well as the BMSD Future Land Use Map on June 27, 2019.  However, the BCPC found deficiencies related to the consistency of the BMSD Element’s Goals, Objectives and Policies with the BCLUP’s policies. Consequently, the BCPC issued a provisional certification to the BMSD Element. 

 

The proposed Amendment 19-T1 (Exhibit 2, Attachment A) provides updates to the BMSD Element to correct the deficiencies identified by the BCPC related to consistency with the LUP; adds Objective IC 10 and related policies to the Intergovernmental Coordination Element to address population estimates and projections developed by the County; and adds a reference to Florida Statutes in the Public Schools Facilities Element (under Objective PSF 4) that relates to school concurrency.

 

The EPGMD LPA voted on August 23, 2019 to recommend that the Board of County Commissioners find the proposed Amendment 19-T1 consistent with the Broward County Comprehensive Plan and transmit the amendment to the designated state review agencies. On December 3, 2019, the Board voted to transmit this amendment (Item 60) to State Agencies for review. The County received no objections or comments on the proposed amendments.
