Why Action is Necessary
A. Board approval is required to delegate authority to the County Administrator to approve an amendment to an interlocal agreement.
B. Authorizes the County Administrator to execute agreements that may be necessary or appropriate to implement an Automatic Aid agreement between the County, the Broward Sheriff’s Office and Participating Municipalities.

B. At the January 8, 2019 meeting of the Board of County Commissioners (item No. 7) the County Administrator was authorized to enter into enter into an Interlocal Agreement for Cooperative Fire, Rescue, Emergency Medical Services, Special Operations and Emergency/Disaster Relief Response through Mutual Aid, Automatic Aid and Closest Unit Response. After additional vetting with the Fire Chiefs’ Association of Broward County, updates were made to the Interlocal Agreement which are included in the draft Interlocal Agreement for Cooperative Fire, Rescue, Emergency Medical Services, Special Operations and Emergency/Disaster Relief Response through Mutual Aid, Automatic Aid and Closest Unit Response that is included as Exhibit 2.
Summary Explanation/Background
A. On or about September 30, 2013, 29 of Broward County's 31 municipalities entered into an Agreement Between Broward County and the Participating Municipality for Participation in the Regional Consolidated E-911 Communications System (“Participation Agreement”) in order to promote the public health, safety, and general welfare by improving the safety of first responders and persons residing or traveling in Broward County, eliminating or reducing call transfers that result in delayed responses, and facilitating the migration to consolidated new technologies.
This First Amendment to the standard form Participation Agreement is necessary to acknowledge and adopt the recommended performance standards from Fitch and Associates; it ensures cooperation by municipalities of their compliance with Criminal Justice Information System (CJIS) or Florida Department of Law Enforcement (FDLE) requirements; it includes a client engagement process for the participating organizations; and it permits municipalities to procure additional special services above the base level of services provided by the County. Amendments to the Regional Interlocal Agreement include a provision for municipalities to utilize third-party vendors to perform maintenance on subscriber radios so long as those vendors have been approved by County, and permits existing Standard Operating Procedures to be updated (subject to review and recommendation by the applicable governance boards) and uniformly enforced to ensure most current subscriber maintenance practices and operating policies and procedures are being used.
B. In 2002, Broward County voters amended the Charter to require the County, in cooperation with municipalities, to establish a countywide communications infrastructure for fire rescue services and provide funding for the communications infrastructure. One of the objectives of this Charter provision is to facilitate the establishment of a countywide Closest Unit Response (CUR) capability.
In 2012, the Broward County Board of County Commissioner directed Administration to develop an implementation plan for cooperative consolidated dispatch with the goals of improved service and safety for residents, the establishment of consistent performance metrics, the elimination of delays in the transfer of emergency calls, the employment of the best technology available to expedite emergency response and the facilitation of closest unit response. Through collaborative efforts with the Fire Chief's Association of Broward County, the draft Interlocal Agreement for CUR (Exhibit 2) was established and will be disseminated to municipalities and BSO for signatures. Phase I of the closest unit response program begins on March 2, 2020 with controlled implementations in the cities of Sunrise, Lauderhill, Tamarac, North Lauderdale, Oakland Park and Fort Lauderdale. Subsequent phases of the program are planned, conditioned on execution of the draft Interlocal Agreement (Exhibit 2) by all participating municipalities and BSO. The planned subsequent phases will add additional Fire Rescue agencies throughout the County for a total of four (4) phases with different cities being represented in each phase.
