In accordance with the Broward County Procurement Code, Section 21.14.c.6, authorizes the Director of Purchasing to execute amendments exceeding the Director’s authority upon delegation of authority by the Broward County Board of County Commissioners (“Board”).

Authorizes the Director of Purchasing to execute the Fourth Amendments to Agreements No. R1073611 (Group 1 - Terminal One and Rental Car Center) and No. R1073611P2, (Group 2 - Terminals 2, 3, 4, and Airport Operations Control Center) with Sunshine Cleaning Systems, Inc. (“Sunshine Cleaning”) to provide janitorial services at Broward County’s Fort Lauderdale-Hollywood International Airport (“FLL”).

Summary Explanation/Background

THE AVIATION DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTION.

 

This action authorizes the Director of Purchasing to execute the Fourth Amendments to Agreements No. R1073611 (Group 1 - Terminal One and Rental Car Center) and No. R1073611P2 (Group 2 - Terminals 2, 3, 4, and Airport Operations Control Center), with Sunshine Cleaning to provide janitorial services at FLL, to provide for an extension on a month-to-month basis not-to-exceed six months, providing for a potential increase in rates during the extension period and to allow for the completion and award of new janitorial contracts.

 

On March 5, 2019 (Item No. 35), the Board approved a procurement to engage the services of qualified firm(s) to provide janitorial services at FLL for Group 1 (Rental Car Center) and Group 2 (Terminals 1 through 4 and the Airport Operations Control Center) (collectively, the “New Agreements”).

 

On September 10, 2019 (Item No. 49), the Board approved the ranking of Fuel Facility Management, Inc., as the number one ranked firm for Group 1 and Sunshine Cleaning as the number one ranked firm for Group 2, and authorized staff to proceed with negotiations. The Board also approved Third Amendments to the existing janitorial agreements (“Existing Agreements”) to provide for a month-to-month extension, of the Existing Agreements, not-to-exceed six months, to provide time to complete the negotiation and approval of the New Agreements.

 

The negotiations for the New Agreements have not been completed and the Existing Agreements expire on March 31, 2020. An extension of the Existing Agreements is necessary to complete the negotiations and provide time for approval of the New Agreements. Following approval of the New Agreements, the firms will require a ramp up period prior to the on-set of services.

 

The amendments are proposed to be month-to-month for a period not-to-exceed six months and potentially provide for compensation that is comparable to the rates bid by the incumbent vendor, Sunshine Cleaning in their bid for the New Agreements and include payment for all services that are currently being provided under the Existing Agreements.  Negotiations with Sunshine Cleaning are currently underway and the final rates have not yet been established.

 

This action has been reviewed and approved by the Office of the County Attorney.
