Why Action is Necessary
In accordance with the Broward County Procurement Code, Section 21.54.c, the Board is required to approve all standardizations over the award authority of the Director of Purchasing; and Section 21.43, the Board is required to approve all contracts for supplies or services of more than five years.

Standardizes Everbridge Emergency Notification System, which provides critical emergency notification services and utility service notices for all Broward County agencies.

Summary Explanation/Background
THE FINANCE AND ADMINISTRATIVE SERVICES DEPARTMENT AND THE PURCHASING DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
This item supports the Board's Value of "Consistently delivering responsive, efficient, quality services to the public and internal customers"; and its Goal to "Build into every process and service effective checks and balances that do not cause inefficiency, but rather ensure consistency, continuity, and quality".
The Critical Event Platform (CEP) is an emergency notification system that manages the full lifecycle of a critical event. The CEP provides a common operating environment that is secure, highly scalable and reliable and keeps all stakeholders informed to disseminate timely decision making. The CEP provides users the ability to send emergency and non-emergency notifications to individuals or groups, with unlimited nested and dynamic groups, using lists and locations. It can publish messages, on-the-fly, directly to smartphones and multiple other devices with GIS (Geographic Information System)/Map-based or group-based selection tools to speed message creation and dissemination. The "Community Engagement" feature provides capability for interactive visibility and a social media view allowing the ability to publish notifications directly to web pages, such as Facebook and Twitter, for increased visitor safety. Additionally, it has the ability to quickly reach the correct stakeholders and responders with incidents and messages for two-way, on-the-scene reporting for improved information flow and dissemination. The CEP from Everbridge, Inc. (Everbridge) is supported with real-time weather monitoring and customized message content to alert key stakeholders of all incidents.
The County currently utilizes U.S. General Services Administration (GSA) Schedule No. GS-35F-0692P. Aviation maintains the necessary base licensing allowing the Airport Operation Control Center to maintain public safety at Broward County Fort Lauderdale-Hollywood International Airport with minimal disruptions. This standardization will allow the Purchasing Department to extend the County’s contract through July 18, 2024. Standardization of Everbridge’s CEP Emergency Notification System will also permit all County agencies to standardize to a single solution at minimal cost to communicate critical emergency information to every resident, business and visitor in Broward County.
The County has been utilizing the mass notification system from Everbridge since March 26, 2015. The total usage to date is $113,886. Going forward, the estimated annual usage will be under $100,000 per year considering County-wide usage.
