C. MOTION TO ADOPT budget Resolution No. 2020-120 within the General Revenue Fund to appropriate unanticipated revenue in the amount of $55,760 for the remainder of Fiscal Year 2019/2020 for administration and implementation of the City of Hollywood’s First-Time Homebuyer/Purchase Assistance Project, approved by the Broward County Board of County Commissioners on January 7, 2020 Agenda Item No. 15; and authorizing the County Administrator to take the necessary administrative and budgetary actions to allocate and implement subsequent partial awards in an amount not to exceed a total amount of $139,997.

Summary Explanation/Background

THE ENVIRONMENTAL PROTECTION AND GROWTH MANAGEMENT DEPARTMENT AND THE HOUSING FINANCE AND COMMUNITY REDEVELOPMENT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.

 

This item supports the Board's value: "Offering sustainable, compatible, innovative housing options for all income-levels, including integrated, permanent supportive housing: and the corresponding goal of "Increase the availability of affordable housing of all types, countywide in every community using effective, uniform criteria, policies and strategies.

 

MOTION A

The funds being recognized in the amount of $197,186 in CDBG program income funds were derived from CDBG program income generated from October, 2018 through September, 2019. CDBG program income is generated from the repayment of second mortgage loans from CDBG program assisted recipients who pay off their deferred payment loans prior to the expiration of the loan terms. The funds will be made available for use in the CDBG Program Purchase Assistance activity. CDBG funds will be used to assist a minimum of three homeowners. Twenty percent or $39,437 will be allocated for administration.

 

MOTION B

The funds being recognized in the amount of $272,436 were derived from HOME Program Income generated from October, 2018 through September, 2019. HOME Program Income is generated from the repayment of second mortgage loans from HOME Program assisted recipients who pay off their deferred payment loans prior to the expiration of the loan terms. The funds will be made available for use in the HOME Program Purchase Assistance or Housing Rehabilitation Projects. HOME funds will be used to assist a minimum of six homebuyers. Out of the $272,436, $203,090 is eligible for the calculation of administrative costs per the HUD HOME regulations; therefore, approximately 10% or $20,309 will be allocated for administration.

 

MOTION C

The County will be administering and implementing, through an interlocal agreement approved by the Broward County Board of County Commissioners on January 7, 2020, Agenda Item No. 15, the Homebuyer/Purchase Assistance Project for the City of Hollywood in the amount of $1,539,962. The County will be paid $139,997 for the administration of the project, of which $55,760 is allocated for the remainder of Fiscal Year 2019/2020. The balance remaining will roll over to the next Fiscal Year.
