Why Action is Necessary

A. Board of County Commissioners’ approval is required to enter into a legal agreement with the Florida Division of Emergency Management.

 

B. Board of County Commissioners’ approval is required to delegate authority to the Director of Highway Construction and Engineering Division to approve and execute amendments on behalf of the Board of County Commissioners.

 

What Action Accomplishes

A. Formalizes the responsibilities of the County and the Florida Division of Emergency Management with regard to project administration and funding.

 

B. Allows the Director of Highway Construction and Engineering Division to approve and execute amendments to the Federally-Funded Subaward and Grant Agreement to streamline any amendment needed due to unforeseen procurement and construction conditions.

Summary Explanation/Background

THE PUBLIC WORKS DEPARTMENT/HIGHWAY CONSTRUCTION AND ENGINEERING DIVISION AND TRAFFIC ENGINEERING DIVISION RECOMMEND APPROVAL.

 

Broward County submitted a grant application which was approved by the Florida Division of Emergency Management (FDEM) and Federal Emergency Management Agency for federal funding under the Pre-Disaster Mitigation Grant Program to improve the traffic signal system at the intersection of Broward Boulevard and NE/SE 15th Avenue, in the City of Fort Lauderdale. The traffic signal system improvements include upgrading and replacing the wire and concrete strain pole structures and associated underground infrastructure with new steel mast arm structures. Other improvements include pavement milling and resurfacing, concrete curbs and sidewalks, ADA upgrades and new signing and pavement markings.

 

Motion A will provide Pre-Disaster Mitigation Grant funding from FDEM for construction to improve the traffic signal system at the intersection of Broward Boulevard and NE/SE 15th Avenue. Under the agreement, FDEM will reimburse the County up to a maximum amount of $341,025 of the estimated $454,700 project cost. The County will fund the remaining balance of the project cost estimated at $113,675. Design has been completed and once the agreement is executed by FDEM, the County will advertise for construction in accordance with the terms of the agreement.

 

Motion B will allow the Director of the Highway Construction and Engineering Division to timely approve and execute amendments to the agreement with FDEM. This authority would be limited to extending the expiration date or revising the standards and specifications provided that such amendments would not result in any additional cost to the County. This delegation of authority will streamline any amendment needed due to unforeseen procurement and construction conditions.

 

The agreement has been reviewed and approved as to form by the County Attorney’s Office.
