Summary Explanation/Background
THE PUBLIC WORKS DEPARTMENT/WATER AND WASTEWATER SERVICES RECOMMENDS APPROVAL OF THE ABOVE MOTION.
The Office of Economic and Small Business Enterprises established County Business Enterprise (CBE) cumulative participation goal for this agreement of 25%. Chen Moore and Associates, Inc. committed to a 28% CBE participation. As of January 23, 2020, Chen Moore and Associates, Inc. has been paid $7,109,132 with $1,819,86 paid to CBE firms, yielding 25.58% CBE participation to date (Exhibit 1).
On September 15, 2016 (Item No. 39), the Board of County Commissioners approved an agreement between Broward County and Chen Moore and Associates, Inc. for Consultant Engineering Services for Water and Sanitary Sewer System Improvements for Utility Analysis Zones 110/111 and 113 A&B, Request for Proposal No. R1356803P1 (Exhibit 2), for services associated with water and sanitary sewer system improvements.
Utility Analysis Zone 113B consultant engineering services during construction were originally negotiated based upon a 12-month construction schedule. Due to the complexity of the work, it was later determined that an 18-month construction schedule was more appropriate. Additionally, during actual construction, the contractor encountered numerous undocumented underground private utilities which has caused delays to production.
The proposed First Amendment to Agreement (Exhibit 3) will provide additional engineering services during construction for the Utility Analysis Zone 113B project, for a not-to-exceed amount of $769,778, with a time for performance of 363 calendar days.
This First Amendment has been reviewed and approved as to form by the Office of the County Attorney and Risk Management Division.
