Summary Explanation/Background

THE ENVIRONMENTAL PROTECTION AND GROWTH MANAGEMENT DEPARTMENT AND THE ENVIRONMENTAL PLANNING AND COMMUNITY RESILIENCE DIVISION RECOMMEND THE APPROVAL OF THE ABOVE MOTION.

This item supports the Board’s Value of “Encouraging investment in renewable energy, sustainable practices and environmental protection,” Goal 2: Proactively lead in the planning, design and construction of projects supporting resilience and climate adaptation, including coordination with other entities to foster resilient design as part of local and regional projects, especially shore protection efforts and the Board’s Value of “Cultivating community culture, arts, recreation and life-long learning,” Goal 2: Improve access to business development, educational, cultural, and recreational opportunities and amenities to the economically disadvantaged.

On February 28, 2006, Item No. 26, the Board of County Commissioners approved the acquisition of Green Space Site GS-139 through the Safe Parks and Land Preservation Bond Program. Site GS-139 is a 1.2-acre natural area located along the North Fork of the New River, at NW 7th Street and Harris Terrace, in the Broward Municipal Services District. The site is a remnant laurel oak and cypress forest that remains tidally connected with the New River. The site has been improved by exotic vegetation removal and native vegetation restoration funded by a Partners in Preservation grant. Additionally, the Environmental Planning and Community Resilience Division has coordinated volunteer events to further improve the natural habitat quality of the site. Use of the site for passive recreation, outdoor education and wildlife habitat is consistent with the Safe Parks and Land Preservation Bond Program and the Partners in Preservation grant.

The Declaration of Restrictive Covenants (Exhibit 1), approved as to form by the Office of the County Attorney, specifies the property shall be preserved as open space for recreational use in perpetuity. The declarations shall become effective upon recordation in the Public Records of Broward County.
