MOTION TO ADOPT Resolution No. 2020-116 directing the County Administrator to publish Notice of a Public Hearing to be held on April 21, 2020 at 10:00 a.m., to consider enactment of an Ordinance adopting a proposed amendment to the Broward County Land Use Plan map (PC 20-1), located in the City of Wilton Manors (Commission District 7), as an amendment to the Broward County Comprehensive Plan, the substance of which is as follows:
AN ORDINANCE OF THE BOARD OF COUNTY COMMISSIONERS OF BROWARD COUNTY, FLORIDA, ADOPTING AN AMENDMENT TO THE BROWARD COUNTY COMPREHENSIVE PLAN; AMENDING THE BROWARD COUNTY LAND USE PLAN WITHIN THE CITY OF WILTON MANORS; AND PROVIDING FOR SEVERABILITY AND AN EFFECTIVE DATE.
ACTION: (T-10:56 AM) Approved.
VOTE: 9-0. Commissioners Rich, Bogen, Fisher, Sharief and Vice-Mayor Geller voted in the affirmative telephonically.

AN ORDINANCE OF THE BOARD OF COUNTY COMMISSIONERS OF BROWARD COUNTY, FLORIDA, ADOPTING AN AMENDMENT TO THE BROWARD COUNTY COMPREHENSIVE PLAN; AMENDING THE BROWARD COUNTY LAND USE PLAN TEXT REGARDING THE WILTON MANORS WEST ACTIVITY CENTER; AND PROVIDING FOR SEVERABILITY AND AN EFFECTIVE DATE.

Why Action is Necessary
It is necessary to schedule a public hearing of the Broward County Board of County Commissioners to be held subsequent to receipt of a recommendation from the Broward County Planning Council prior to adoption of an amendment to the Broward County Comprehensive Plan.
What Action Accomplishes
The Resolutions direct the County Administrator to set a public hearing for April 21, 2020, to consider adoption of proposed map amendment PC 20-1, and corresponding text amendment PCT 20-1, which are amendments to the Broward County Land Use Plan, pursuant to Section 163.3184, Florida Statutes, as amended.

Summary Explanation/Background
The Planning Council, as the Local Planning Agency (LPA) responsible for the Broward County Land Use Plan, considered the following proposed amendments, PC 20-1 and PCT 20-1, at its December 12, 2019 public hearing and recommended approval, subject to compliance with BCLUP Policy 2.14.9, prior to a second Planning Council public hearing. (Vote of the Planning Council; Unanimous: 12-0: Blackwelder, Breslau, Brunson, Castillo, Fernandez, Gomez, Graham, Hardin, Maxey, Parness, Rosenof and Stermer) and also recommended approval at its February 27, 2020 public hearing (Note: Due to a mathematical error, the alternative traffic analysis should have shown a decrease in the number of net p.m. peak hour trips, not an increase. Therefore, the amendment is in compliance with all BrowardNext - Broward County Land Use Plan policies, including Policy 2.14.9. A. AMENDMENT PC 20-1
Amendment to the Broward County Land Use Plan - City of Wilton Manors
From 69.7 acres of Commerce, 20.0 acres of Medium (16) Residential, 14.4 acres of Low (5) Residential and 13.7 acres of Community to an Activity Center consisting of 1,429 dwelling units, 697,000 square feet of Commerce and 185,000 square feet of Community.
Approximately 117.8 acres; generally located along the south side of Oakland Park Boulevard, between Interstate 95 and Northeast 6 Avenue, and along both sides of Andrews Avenue, between Oakland Park Boulevard and the Middle River.
B. AMENDMENT PCT 20-1
Amendment to the Broward County Land Use Plan text corresponding to proposed Broward County Land Use Plan map amendment PC 20-1, in the City of Wilton Manors.
If the County Commission sets the Public Hearing, the full amendment reports and associated attachments will be included as exhibits to the public hearing item.
