Why Action is Necessary

FIND grant applications require Board support in the form of a FIND form Resolution with submission of the application. Two grants are being sought for two different phases to develop mooring fields in Hollywood North Beach Park. Phase IA relates to permitting; Phase II relates to construction and installation.

 

What Action Accomplishes

Motion A provides documentation required by the FIND to submit a grant application for funding to assist in the permitting of mooring fields along the Intracoastal Waterway in Hollywood North Beach Park.

 

Motion B provides documentation required by FIND to submit a grant application for funding to assist in the construction and installation of the mooring fields.

Summary Explanation/Background

PARKS AND RECREATION DIVISION RECOMMENDS APPROVAL OF THE ABOVE MOTIONS.

 

The requested actions support the Board’s value of cooperatively delivering an efficient and accessible regional intermodal transportation network, and the related goal to support the development, design, and construction of sustainable, multi-modal transportation facilities throughout the County, to meet the demands of residents, travelers and businesses. The installation of recreational vessel mooring fields in coves near the Intracoastal Waterway and U.S. A1A will provide members of the boating public, both residents and tourists, a place to tie up their vessels while visiting Hollywood North Beach Park and the surrounding area. The requested actions also support the Board’s value of cultivating community culture, arts, recreation and life-long learning, and the related goal to market and deliver world-class recreational opportunities, in coordination with our community partners. By working with the FIND for grant funding assistance, the County is providing access to recreational facilities and opportunities to visiting boaters.

 

The Resolutions being submitted for adoption by the Board are required as part of the FIND grant application process and are in the FIND’s form. Each Resolution is in support of one phase of the two-phase project for the installation of recreational vessel mooring fields, a floating dinghy dock and the expansion of an existing restroom to provide shower facilities to the transient boaters tied up to mooring balls in the mooring fields. The project is located in two coves between the Intracoastal Waterway and US A1A, and north and south of Sheridan Street.

 

The FIND grant application supported by the Resolution in Motion A seeks additional funds for the first of a two-phase project. During the design and engineering process for Phase I, it was determined that a new type of mooring system was preferred, requiring additional survey work and test boring, increasing the total expected cost for Phase I from the original $150,000 to $175,000. This $25,000 increase was provided by the Broward Boating Improvement Program (BBIP) and was approved by the Board during the regular meeting on January 8, 2019 (Item No. 50). The need for an additional $25,000 in permitting costs has been determined and includes required slip fees per the Broward County Manatee Protection Plan, bringing the total expected cost for the first phase to $200,000. With the approval of funding for the additional cost for survey work and test boring, the County is eligible to apply for a $25,000 match from the FIND. Because this funding is additional to the already approved costs of Phase I of the mooring fields project, this second grant application to the FIND is titled Phase IA to facilitate the FIND’s tracking of grant funds. Phase IA will provide for the processing of necessary permits for the mooring project.

 

The Parks and Recreation Division requests authorization to submit a grant application to the FIND for a $25,000 grant. The grant requires a 50% County match. Therefore, the funding for Phase IA will consist of $25,000 from the BBIP fund and $25,000 from the FIND grant, for a total increase of $50,000 in project costs. The BBIP funding increase for this segment of the project was included in the County’s Fiscal Year 2019/2020 Budget and was approved by the Board in September 2019.The total cost of Phase I/IA is now expected to be $200,000. The original $150,000 was approved and funded equally through a grant from the FIND (April 4, 2016, Item No. 29) and through the BBIP, included in the Fiscal Year 2017 Budget.

 

The FIND grant application supported by the Resolution in Motion B seeks funding for Phase II of the project, which will provide for construction and installation of the vessel mooring fields, floating dinghy dock and restroom expansion.

 

The Parks and Recreation Division requests authorization to submit a grant application to the FIND for a $1,628,348 grant. The grant requires a 50% County match. On December 6, 2018, the Marine Advisory Committee recommended the County’s partial match for funding Phase II to come from the BBIP. Therefore, the funding will consist of $1,628,348 from the BBIP fund and the County and $1,628,348 from the FIND grant, for a total project cost of $3,256,695. BBIP funding of $835,000 for this project was included in the County’s Fiscal Year 2019/2020 Budget, approved by the Board in September 2019. County funding of $739,348 for this project will be included in the Fiscal Year 2020/2021 Budget for approval by the Board.

The County’s match of $25,000 for additional permitting costs of Phase IA of this project will be provided through the BBIP. Maintenance costs associated with the project are estimated to be minimal and will be charged to the General Fund, Parks Maintenance Budget.

 

The County’s match for Phase II of this project is $1,628,348. The BBIP will provide $835,000; $739,347.50 will be included in the Fiscal Year 2020/2021 Budget for approval by the Board.

 

Maintenance costs associated with the project, once it is completed, are estimated to be minimal and will be charged to the General Fund, Parks Maintenance Budget. Upon completion of Phase II of this project, boaters will be charged a fee to tie up to one of the mooring balls in the mooring field. Revenue projections for this project cannot be determined until such time as the actual number of mooring balls are determined during the permitting process.
