Why Action is Necessary

In accordance with the Broward County Procurement Code, Section 21.31.a.4, Award Authority, Board approval is required for awards exceeding $500,000 that includes a single bidder, rejection of apparent low bidder, or protested award.

Summary Explanation/Background

THE PURCHASING DIVISION AND THE TRANSPORTATION DEPARTMENT/TRANSIT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

 

The Office of Economic and Small Business Development reviewed the scope of work and determined that this project will not contain race-conscious goals for Disadvantage Business Enterprises and the assignment for this project will be race-neutral because Federal Transit Administration funds are applicable (Exhibit 2).

 

The purpose of this contract is to provide replacement bus batteries necessary for Transit Division’s bus fleet.

 

The initial bid submitted by Glades Parts Company, Inc., DBA Original Equipment Company, was $761,607. The vendor offered a voluntary price reduction and revised the estimated total amount to $758,010. The Broward County Procurement Code, Section 21.30.f.2(c), allows for a voluntary price reduction, if the reduction does not result in the modification or deletion of any condition of the bid.

 

The Transit Division reviewed the bid submitted by the low responsive, responsible bidder, and concurs with the recommendation for award (Exhibit 3). Two performance evaluations were completed for Glades Parts Company, Inc., DBA Original Equipment Company; the firm has an overall rating of 5.0 out of a possible 5.0. Copies of the vendor performance evaluations are available upon request.

 

Rechtien International Trucks, Inc. submitted a bid with an initial annual amount of $174,780, and Batteries Plus Bulbs submitted a bid with an initial annual amount of $245,309. Both vendors have been rejected and deemed as non-responsive for failure to submit the required Federal Transit Administration (FTA) Buy America documents in order to fully comply with the requirements of the bid, per Section E of the Special Instructions to Vendors.

 

Based on the price analysis, the unit prices offered by the low responsive, responsible bidder, Glades Parts Company, Inc., DBA Original Equipment Company, are determined to be fair and reasonable when compared to the unit prices of the previous contract (Exhibit 4).

 

The bid posted on December 12, 2019 and opened on December 30, 2019; five bids were received with zero declinations (Exhibit 1).

 

There were no protests or appeals filed regarding this procurement.
