Why Action is Necessary

Motion A: Broward County Board of County Commissioners (“Board”) approval is required when there is only one reasonable source procurement above the award authority of the Director of Purchasing in accordance with the Broward County Procurement Code, Section 21.34.

 

Motion B: In accordance with the Broward County Procurement Code, Section 21.31(g), no contract shall be renewed beyond five years without the express consent of the Board.

Motion A: Approves a most reasonable source designation between Broward County (“County”) and Safety & Security Instruction, Inc. (“SSI”), to continue providing software support and maintenance services for safety and security training at Broward County’s Fort Lauderdale-Hollywood International Airport (“FLL”).

Summary Explanation/Background

THE AVIATION DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTIONS.

 

Motion A

This action approves a most reasonable source designation to SSI to provide continued software support and maintenance services for safety and security training at FLL.

 

SSI has developed numerous unique training modules to meet Federal mandated requirements for security training of all badged employees at FLL. This procurement is a crucial component for the existing safety and security training for all badged employees to have access to secure areas at FLL.

 

Motion B

This action approves the Fourth Amendment to the Agreement between the County and SSI for continued software support and maintenance services for three additional one-year renewal terms and adding security related provisions to the Agreement.

 

On April 20, 2015, the Director of Purchasing executed an Agreement between the County and SSI for software support and maintenance services for an initial three-year term with two one-year extensions. Additional information on the original agreement and subsequent Board actions is included in Exhibit 4.

 

The proposed Fourth Amendment will allow SSI to continue providing software support and maintenance services for safety and security training at FLL. SSI will be responsible for all installation and integration of software support, updates, and maintenance services acceptable in accordance with Transportation Security Administration regulations, to meet FLL’s training needs and requirements and to ensure that all airport employees are appropriately trained.

 

As part of the proposed Fourth Amendment, Broward County Aviation Department will engage the services of SSI to continue developing and updating safety and security training through computer-based learning modules. SSI has produced previous computer-based learning modules for training to the FLL airport community comprised of over 18,000 employees. Additionally, the proposed Fourth Amendment will add required security related provisions to ensure the data and network are protected.

 

The software support and maintenance related services cost $45,000 annually, resulting in a total of $135,000 over three years. Because there are sufficient funds remaining in the current Agreement to fund the three additional one-year renewal terms, there is no change to the Agreement’s total not-to-exceed amount of $765,000.

 

The proposed Fourth Amendment has been reviewed and approved as to form by the Office of the County Attorney.
