MOTION TO AUTHORIZE County Administrator to execute a First Amendment to Agreement No. 19-CP-CSA-1761-01 between Broward County and Sunshine Social Services, Inc., d/b/a SunServe for youth counseling and case management services (subject to review for legal sufficiency by the Office of the County Attorney) increasing the Agreement amount from $250,381 to $304,881 effective retroactively from April 1, 2020 to September 30, 2020, and authorize the County Administrator to take all necessary administrative and budgetary actions to implement the Agreement.

B. MOTION TO AUTHORIZE County Administrator to execute a First Amendment to Agreement No. 18-CP-HCS-8219-01 between Broward County and Women in Distress of Broward County, Inc. (“WID”) for domestic violence counseling services (subject to review for legal sufficiency by the Office of the County Attorney) increasing the Agreement amount from $164,819 to $202,057 effective retroactively from April 1, 2020 through September 30, 2020; and authorize the County Administrator to take all necessary and budgetary actions to implement the Agreement.

Summary Explanation/Background
THE HUMAN SERVICES DEPARTMENT AND THE COMMUNITY PARTNERSHIPS DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.
These actions support the Commission value of “approaching human services collaboratively and compassionately with special emphasis on the most vulnerable,” and the goal to “collaborate with public and private partners to find creative, equitable, and responsible solutions to systemic community problems, especially permanent, supportive housing for persons experiencing or at risk of homelessness.” The funding reallocations will ensure the most effective and efficient use of currently budgeted resources. Increased SunServe funds will allow for the provision of counseling and case management services for an additional 16 youth. Increased WID funds will allow for the provision of domestic violence counseling services for an additional 30 adults.
An effective date of April 1, 2020 is requested to allow the providers to bill for services starting in the month of April and continuing through the remainder of the Fiscal Year.
On September 10, 2019 (Item No. 8), the Commission approved Resolution No. 2019 4040 authorizing appropriations and disbursement of Fiscal Year 2020 funds for agreements with nonprofit organizations and governmental entities to provide various services. Since then, contract utilization patterns and client demands demonstrate a need for increased services in specified service areas resulting in the reallocation of underutilized funding. SunServe and WID were awarded the original agreements through a fair, open, and competitive grant funding process administered by the Human Services Department.
The Community Partnerships Division recommends reallocating funds from underutilized agreements in its Children's Services Administration (“CSA”) and Health Care Services (“HCS”) sections to meet the current community needs. Commission approval is required because the requested increased funding amounts exceed the threshold authorized by the existing agreements. On February 21, 2020, the Children’s Services Advisory Board met and voted in support of the funding reallocation to SunServe (Exhibit 1). The funding for WID is allocated under the HCS Section which does not have a related advisory board.
