Summary Explanation/Background

THE PURCHASING DIVISION AND THE TRANSPORTATION DEPARTMENT/TRANSIT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

 

The Office of Economic and Small Business Development reviewed the scope of work and determined that this project will not contain race-conscious goals for Disadvantaged Business Enterprises. The goal assignment for this project is race-neutral because federal funds are being utilized (Exhibit 1).

 

The purpose of this contract is to provide bus tire leasing services for the tires used on the fixed-route fleet of buses for the Broward County Transit (BCT) Division.

 

On April 22, 2014 (Item No. 34), the Board awarded Contract No. V1191414B1 to Michelin North America, Inc. in the estimated two-year not-to-exceed amount of $2,398,959, including three one-year renewals for a five-year potential estimated not-to-exceed amount of $4,735,930. The contract began on April 22, 2014 and expired on July 21, 2019, which includes a 90-day extension.

 

On July 19, 2019, the Director of Purchasing approved the interim Contract V1191414X1, Bus Tire Leasing, in the estimated six-month amount of $400,000 (Exhibit 2). The interim contract began on July 21, 2019 and expired on January 20, 2020. Additional time of three months will be added to the interim contract to allow for payments to be made for services already provided and to cover payments for any additional services that may be needed until the new contract is in place. The new contract is in the award phase (Clean Low Bid process) and is expected to be completed by April 30, 2020.

 

On February 21, 2020, BCT requested an increase to the interim contract threshold in the estimated not-to-exceed amount of $638,663 (Exhibit 3). The threshold increase is needed to maintain the BCT bus fleet and to allow for the payment of outstanding invoices during the interim contract term while Solicitation No. TRN2118573B2 is being awarded. Since that time additional services are needed which accounts for the increase in the threshold amount to $1,000,000.
