All grant agreements require the approval of the Broward County Board of County Commissioners (“Board”).

Allows Broward County (“County”) to accept phased grant funding from the Federal Aviation Administration (“FAA”) in support of the South Runway Project (“South Runway”) at Broward County’s Fort Lauderdale-Hollywood International Airport (“FLL”).

Summary Explanation/Background

THE AVIATION DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTION.

 

This action allows the County to accept Letter of Intent (“LOI”) Payment No. 10 of phased grant funding from the FAA in support of the South Runway at FLL.

 

On October 27, 2009 (Item No. 57), the Broward County Aviation Department (“BCAD”) received Board approval to apply for a LOI to receive funding for the extension of the South Runway. The LOI Program assists in the funding of large-scale capacity projects by the FAA at primary airports such as FLL. An LOI establishes a phased schedule of discretionary Airport Improvement Program funding for multi-year projects, subject to annual Federal appropriations. Additional information on the original agreement and subsequent Board actions is included in Exhibit 3.

 

The proposed FAA grant provides reimbursement to the County for the redevelopment and extension of the South Runway at FLL. The FAA awarded BCAD LOI Payment No. 10 in the amount of $20,000,000, which represents 75% of eligible costs and requires a local match of $3,333,333, which represents 12.50% of eligible cost. The total Federal share for the South Runway will provide grant funding up to a maximum amount of $250,000,000, and the phased funding is scheduled to be received by the County from Fiscal Years 2011 through 2022.

 

The proposed Grant Agreement has been reviewed as to form by the Office of the County Attorney, and will be signed after the Mayor’s signature as per the request of the FAA. This Grant Agreement does not include the County's standard agreement provisions because the FAA requires the County to execute its standard FAA Grant Agreement to accept this grant.
