Why Action is Necessary

A-B. Section 20.31, Broward County Administrative Code, requires that the Board of County Commissioners (“Commission”) approve grant agreements.

 

Section 129.06.(2)(d), Florida Statutes, requires Commission approval of revenue.

 

What Action Accomplishes

Approval of motions A-B enables NJCC to provide additional therapeutic services to victims of child abuse or their non-offending family member or caregiver.

Summary Explanation/Background

THE HUMAN SERVICES DEPARTMENT AND THE CRISIS INTERVENTION AND SUPPORT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.

 

This item supports the Commission value of “approaching human services collaboratively and compassionately with special emphasis on the most vulnerable” and the goal to “deliver evidence-based services to the public and connect customers and their family members to sustainable support with special emphasis on financial supports.” Funding from the FNCAC will be used to provide therapeutic services to victims of child abuse or their non-offending family member or caregiver by specialized trained NJCC counselors.

 

The FNCAC provided notice of the Child Advocacy Trust Fund Award of non-competitive grant funding on December 12, 2019. The Grant Agreement with FNCAC was finalized on April 1, 2020.

 

Funding for the Child Advocacy Trust Fund Grant is derived from court fines for certain crimes committed against minors. The FNCAC distributes these funds to accredited Children’s Advocacy Centers as defined in Section 39.3035, Florida Statutes. The NJCC is Broward County’s only certified Children’s Advocacy Center. The allocation methodology is determined by the FNCAC, and the annual funding amount varies as it is dependent upon the court fines that are issued and collected. NJCC has been awarded this grant on an annual basis since 2007.

 

There are no required outcomes; however, an Activity Report and Service Detail Report outlining the number of children and families served and the services provided are due for submission each month. A final data report providing demographic data, year-to-date units of services provided, and number of clients served is required at the end of the grant period.

 

The Grant Agreement is in the FNCAC’s format and has been approved as to form by the Office of the County Attorney. FNCAC will sign following Commission approval.
