Summary Explanation/Background
THE FINANCE AND ADMINISTRATIVE SERVICES DEPARTMENT/RECORDS, TAXES AND TREASURY DIVISION AND THE PURCHASING DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
The purpose of this action is to approve Municipal Codification Corporation (MCC) as a sole source standardization in excess of five years to the Board. MCC codifies individual Broward County Ordinances and specified Resolutions as they are approved by the Board to which they update the Broward County Code of Ordinances and Administrative Code. MCC also furnishes the County with electronic and hard copy supplements of the Code of Ordinances, Administrative Code, and Broward County Commission Meeting Minutes.
MCC specializes in Florida law and has been the codification vendor for the County since 1972. In 2012, MCC updated their hosting infrastructure to include backup services for continuity of operations at an alternate hosting facility, which provides greater uptime for its online services customers. MCC also has a strategic partnership with Granicus, Inc., the County’s vendor for its agenda management software product, which provides certified integration that allows customers to search the County’s public agenda website and yield results through MCC’s website.
The cost to provide the certified integration that MCC has with Granicus, Inc. would be substantial. The cost of reproducing the current codes that MCC has provided to the County since 1972 would also be substantial. The standardization of MCC would allow the Purchasing Division to award the codification services through 2025. To use any other service provider would be cost prohibitive as well as interfere with the continuity of the codification services.
