Summary Explanation/Background
THE PURCHASING DIVISION AND THE PUBLIC WORKS DEPARTMENT/TRAFFIC ENGINEERING DIVISION RECOMMNED APPROVAL OF THE ABOVE MOTION.
The Office of Economic and Small Business Development did not reserve this project for Small Business Enterprises under the Sheltered Market Program or assign County Business Enterprise participation goals to this solicitation based on the review of products and services requested (Exhibit 2).
The purpose of this contract is to furnish a thermoplastic pavement marking long liner truck with a self-mounted thermoplastic application machine for the application of reflectorized thermoplastic pavement markings on Broward County’s roadways.
The Traffic Engineering Division has reviewed the bid submitted by the single bidder and concurs with the recommendation for award (Exhibit 3).
The purchasing agent has researched the prices submitted by the recommended bidder, M-B Companies, Inc., and has determined that the prices submitted are fair, reasonable and aligned with market analysis for the industry when compared to the unit price of the other bidders (Exhibit 4).
The bid posted on February 6, 2020 and was scheduled to open on February 28, 2020. However, upon review of the submittals it was determined that only one vendor had submitted a bid. In order to conduct additional outreach to invite other potential bidders, the Purchasing Division extended the bid opening date by one week, the bid opened on March 6, 2020; one bid was received with one declination (Exhibit 1).
There were no protests or appeals filed regarding this procurement.
On April 9, 2020, this single bid was provided to the Office of the County Auditor.
