Summary Explanation/Background

THE ENVIRONMENTAL PROTECTION AND GROWTH MANAGEMENT DEPARTMENT AND THE HOUSING FINANCE AND COMMUNITY REDEVELOPMENT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

 

This item supports the Board's vision of "Offering sustainable, compatible, innovative housing options for all income-levels, including integrated, permanent supportive housing”: Goal 1: Facilitate a regional approach to growth and redevelopment through coordination and collaboration at the federal, state, county, and local levels; Goal 2: Increase the availability of affordable housing of all types, countywide, in every community using effective, uniform criteria, policies and strategies; Goal 3: Identify affordable workforce housing funding, to include a local, dedicated source of revenue; and Goal 4: Promote housing and community redevelopment that integrates energy efficiency, community resilience, and other livability standards and initiatives.

 

MOTION A: The State of Florida SHIP funding for Fiscal Year 2016/2017, which commenced July 1, 2016, was $135,500,000 and distributed among the 119 SHIP jurisdictions. Broward County, the City of Margate and the City of Weston’s share of $2,468,753 was approved by the Board on February 14, 2017, (Item No.30). The Florida Housing Finance Corporation (“Corporation”), as the State’s administrator for SHIP funds, retained $5,000,000 for natural disaster relief. No natural disaster occurred during July 1, 2016 through June 30, 2017; therefore, the Corporation allocated $5,000,000 to the 119 SHIP jurisdictions of which Broward County, the City of Margate and the City of Weston’s portion totaled $21,833 and was included in the seventh and final payment for that Fiscal Year, as stated on Exhibit 2 SHIP Unused Disaster Funds Fiscal Year 2016/2017. These funds will be used towards one minor home repair project. Ten percent, or $2,183, will be used to towards administration of the SHIP Program.

 

MOTION B: Between October 2018, and September 2019, funds in the Broward County State Housing Initiatives Partnership Program (“SHIP”) Local Housing Assistance Trust Fund Account (“SHIP Trust Fund”) generated income in the amount of $269,902 (“SHIP Program Income”). The SHIP Program Income is generated from interest earned on the balance in the SHIP Trust Fund, repayment of second mortgage loans, and from SHIP Program assisted recipients who pay off their deferred loan prior to the expiration of the loan terms.

 

The Environmental Protection and Growth Management Department and Housing Finance and Community Redevelopment Division recommends distributing the County’s SHIP Program Income as follows: (i) Purchase Assistance in the amount of $156,407, which will be used to assist a minimum of four qualified households with a maximum of up to $40,000 per qualified household; (ii) Multifamily Rental New Construction in the amount of $100,000, which will be used to provide assistance to a project awarded Low Income Housing Tax Credits through the Florida Housing Finance Corporation; and 5%, or $13,495, of the total Program Income, to cover the costs of administration of the SHIP Program strategies.

 

MOTION C: The City of Margate Program Income, in the amount of $112,759, was derived from two sources: (i) wire from the State’s SHIP Program Administrator to County in the amount of $110,857 on behalf of the City of Margate. These funds were unspent by the City during the Fiscal Year 2013 through 2014; and (ii) wire from the City of Margate in the amount of $1,902, which represents funds the City did not spend during the Fiscal Year 2012 through 2013 (See Exhibit 5). The City directed the County to use all the City’s SHIP funds towards the Minor Home Repair assistance, which will be used to assist a minimum of four qualified households with a maximum of up to $25,000 per qualified household up to $107,121. Five percent, or $5,637, of the City’s total Program Income will go towards the administration of the City’s SHIP Minor Home Repair strategy.

 

MOTION D: The State of Florida SHIP funding for Fiscal Year 2017/2018, commencing July 1, 2017, was $100,000,000, which was distributed among the 119 SHIP jurisdictions. Broward County, the City of Margate and the City of Weston share, which totaled $2,211,894, and was approved by the Board on October 17, 2017 (Item No.18). The Florida Housing Finance Corporation (“Corporation”), as the State’s administrator for SHIP funds, retains $5,250,000 for natural disaster relief. Following Hurricanes Irma and Michael, the Corporation distributed the $5,250,000 amongst the 119 SHIP jurisdictions. Broward County, including the Cities of Margate and Weston, received a total of $97,222, which was approved by the Board on August 14, 2018 (Item No. 42). After distributing the $5,250,000, the Corporation had unused/returned disaster funds. These unused/returned disaster funds were further distributed amongst the SHIP jurisdictions as listed on Exhibit 6, SHIP Fiscal Year 2017/2018 Returned Disaster Funds. Broward County’s portion was $5,745, the City of Margate’s portion was $995, and the City of Weston’s portion was $1,155. These funds will be used towards project delivery costs associated with one minor home repair project in each respective jurisdiction. Ten percent, or $789 of the total $7,895, will be used to towards administration of the SHIP Program.

 

Of the total SHIP Program Income, $1,902 belongs to the City of Margate and will be used to cover construction and administration costs associated with the City’s Minor Home Repair strategy.
