ACTION:  (T-11:13 AM)  Approved.

C. MOTION TO ADOPT budget Resolution No. 2020-250 within the Substance Abuse Service Grant Fund, increasing appropriated revenue in the amount of $9,500 for state Fiscal Year 2019-2020, to provide additional Medication Assisted Treatment services to eligible adult residents of Broward County.

Summary Explanation/Background

THE HUMAN SERVICES DEPARTMENT AND BROWARD ADDICTION RECOVERY DIVISION (“BARC”) RECOMMEND APPROVAL OF THE ABOVE MOTION.

 

This item supports the Commission value of “approaching human services collaboratively and compassionately, with special emphasis on the most vulnerable” and the goal to “deliver evidence-based services to the public and connect customers and their family members to sustainable support, with special emphasis on financial supports.” The additional funding will enable the County to provide additional medication within its evidence-based Medication Assisted Treatment (“MAT”) program to individuals struggling with addiction.

 

The County has received annual grant funding from FADAA since December 2017. FADAA provides pass-through grant funding received from the Office of the State Court Administration (“OSCA”) and the Florida Department of Children and Families (“DCF”) to provide Medication Assisted Treatment services to eligible individuals participating in BARC’s MAT program. Services are provided to individuals who are involved in the criminal justice system, or who are determined to be “high-risk” for becoming involved with the criminal justice system.

 

On September 25, 2018, Item Nos. 10 and 11, the Commission approved two separate motions to approve the execution of the DCF and OSCA (Programs A and B) MOAs from FADAA for Fiscal Year 2018-2019.

 

In Fiscal Year 2019-2020, FADAA awarded the County a total of $704,165 in grant funding received from DCF and OSCA (Programs A and B). Approval of Motion A will increase total funding by $9,500 (Exhibit 1) to $713,665 including both DCF and OSCA MOAs.

 

In Fiscal Year 2020-2021, BARC anticipates funding from FADAA to renew the agreements for OSCA and DCF. Approval of Motion B will authorize the execution of the renewal of the MOAs, effective July 1, 2020 to June 30, 2021.

 

FADAA performs a quarterly utilization review and adjusts provider funding according to usage.

There is no County cash or in-kind match required for this MOA. The County will be reimbursed by the funder on a monthly basis for medicine and treatment services at the unit rate specified in the MOA.
