MOTION TO ADOPT Resolution No. 2020-248 approving the First Amendment to the Public Transportation Grant Agreement with the State of Florida Department of Transportation for Financial Project No. 440132-1-94-01; increasing the total cost of the Grant Phase for the Terminal Passenger Loading Bridges project at the Broward County’s Fort Lauderdale-Hollywood International Airport and each party’s share of such costs; authorizing the Mayor or Vice-Mayor to execute same; authorizing the County Administrator to take the necessary administrative and budgetary actions; and approve any nonmonetary amendments subject to the Office of the County Attorney approving as to legal sufficiency; and providing for severability and an effective date. This Amendment to the Public Transportation Grant Agreement will provide additional grant funding up to a maximum amount of $940,000 and requires the County to match a minimum amount of $940,000, and any Project cost overruns. A certified copy of the approved Resolution shall be inserted as Exhibit D to the Public Transportation Grant Agreement before execution.

Summary Explanation/Background
THE AVIATION DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTION.
On February 11, 2020 (Item No. 2), the Board approved an FDOT Public Transportation Grant Agreement (“PTGA”) for Financial Project No. 440132-1-94-01 to accept funding for the Loading Bridges Project at FLL. The PTGA total grant phase amount is $6,000,000 (“Grant Phase”). FDOT committed to 50% of the Grant Phase up to a maximum amount of $3,000,000, with Broward County (“County”) contributing a minimum match in the amount of $3,000,000, and any Project cost overruns. The total estimated cost of the Loading Bridges Project is $41,550,000. The PTGA is phased to allow for future grant opportunities if they become available.
This action approves the First Amendment to the PTGA to provide additional grant funding in the amount of $940,000, thus increasing FDOT’s total grant participation to a maximum amount of $3,940,000 to assist in the Passenger Loading Bridges Project at FLL. The County’s share of the Grant Phase will increase to $3,940,000, or 50% of the Grant Phase, while continuing to cover any Project cost overruns.
The Loading Bridges Project will replace 39 Passenger Boarding Bridges (“PBBs”) at FLL. The existing PBBs were installed as early as the year 2000. The average life expectancy of these bridges is 20 years; however, this has been accelerated due to FLL’s proximity to the ocean and increased humidity in South Florida. The 39 PBBs were surveyed and determined to be in need of replacement based on rust, wearing parts, life cycle of parts, and years of service.
The proposed First Amendment to the PTGA was reviewed by the Office of the County Attorney. The Amendment does not include the County's standard Agreement provisions as FDOT requires the County to use its form Amendment.
