Summary Explanation/Background

This item addresses the Commission’s stated vision of creating a sustainable system of world-class intermodal transportation, infrastructure, quality human services, public safety, affordable housing, recreation, arts and culture, complementing and balancing our natural resources and environment.

 

The item also furthers the Commission’s value of cultivating community, arts, recreation and life-long learning.

 

Motion A: On May 19, 2015 (Item No. 11), the Board approved a design proposal for the Terminal 2 Suspended Artwork Project by artist Patrick Marold, for the Fort Lauderdale-Hollywood International Airport (“FLL”). The agreement with the artist for the suspended artwork in Terminal 2 was executed on January 15, 2016, with an expiration date of December 31, 2018. On April 5, 2016, the Board approved an agreement with Delta to oversee the modernization project for Terminal 2 at FLL with a phased approach that resulted in a construction notice to proceed issued by the County on May 1, 2018.

 

Due to an inadvertent mistake, the expiration date of the agreement with the artist was listed incorrectly as December 31, 2019 on a tracking log used by the Cultural Division. Upon confirming the correct expiration date, the Cultural Division is presenting this item to reinstate the original agreement with an extension through 2023.

 

Construction on the Terminal 2 project is not currently impacted by the COVID-19 pandemic and work is proceeding. Given the current progress on the Terminal 2 project, coordination of the artist’s installation is expected to begin in early 2021. The artist has been paid $135,000 to date for development of the artwork’s design and preparation of construction drawings. The total compensation for design development, fabrication and installation of the suspended artwork is $450,000. No modification of the original approved funding is requested as part of this item.

 

Motion B: Artist Joshua Weiner was selected by the Broward Cultural Council on December 11, 2014 for the Tradewinds Park Stables & Farm Improvement Project. The agreement with the artist was executed on February 8, 2016, with an expiration of December 31, 2018. A notice to proceed was not issued and no payments have been made to the artist.

 

On December 12, 2016, DiPompeo Construction Corp (“DiPompeo”) was the only firm that submitted a proposal for the Tradewinds Park North Equestrian & Farm Site Improvement project. On April 3, 2018, negotiations with DiPompeo reached an impasse at the conclusion of six negotiation meetings.

 

Upon confirming that the improvement project is activating and that the artist’s services will be required beginning in 2020, the Cultural Division is presenting this item to reinstate the original agreement with an extension through 2023.

 

The artist will design artwork that increases the public’s knowledge of Tradewinds Park’s numerous amenities and contributes to its visibility. The Cultural Division will present the artist’s conceptual design proposal to the Board for approval before issuing a notice to proceed for fabrication and installation of the artwork.

 

Due to the size and location of the 325-acre park, the Cultural Division and the Parks and Recreation Division are recommending increasing the compensation to allow for larger artwork(s). The additional funds are derived from pooled Fiscal Year 2020 public art allocations in accordance with the Public Art and Design Ordinance 1-88(a) (1-2) (Exhibit 1).
