In accordance with the Broward County Procurement Code, Section 21.31.a.4, Board approval is required for awards exceeding $500,000.

Summary Explanation/Background

THE PURCHASING DIVISION AND THE PARKS AND RECREATION DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

 

The Office of Economic and Small Business Development established a County Business Enterprise (CBE) participation goal of 25% for this project. Saltz Michelson Architects, Inc. (Saltz) has committed a 57% CBE participation goal (Exhibit 3).

 

The purpose of this agreement is to engage the services of a consultant to provide design services, including pre-design/programming, schematic design, design development, construction documents, bidding and award of construction contracts, construction administration services and warranty administration for Tradewinds Park North (Park).

 

Design consultant services include: an animal barn with educational arena, welcome center, open-air event venue, gatehouses, picnic shelters, interactive water fountain, windmill, landscaping, wayfinding signage, site connections and other features necessary to implement the County's masterplan for the Park. The features will embrace a theme of sustainability and South Florida farm life rich in history but also in the relevance of contemporary applications for urban farming and modern homesteading (Exhibit 2).

 

On May 21, 2019 (Item No. 54), the Board approved the RFP No. PNC2118392P1. Five firms submitted proposals.

 

On October 30, 2019, a Combination Initial and Final Evaluation Meeting was held. The Evaluation Committee determined that all five firms were both responsive and responsible to the RFP requirements and voted in favor of them advancing to be numerically scored and ranked by the Evaluation Committee. After presentations, evaluations and ranking, the Evaluation Committee named Saltz as the first-ranked firm.

 

The Evaluation Committee’s proposed recommendation of ranking was posted on the Purchasing Division website from November 12-14, 2019, which provided an opportunity for any proposer or interested party to present any new or additional information regarding the responsibility of the proposers. No additional information was submitted within this timeframe.

 

The Evaluation Committee’s final recommendation of ranking was posted on the Purchasing Division website from November 15-21, 2019, which provided an opportunity for any aggrieved proposer to file a formal protest. There was no protest filed within this timeframe.

 

The Final Ranking was approved by the County Administrator on December 16, 2019.

 

Three negotiation meetings were held to negotiate this Agreement: January 10, January 29, and February 6, 2020. These meetings were attended by representatives of Saltz, the Parks and Recreation Division and the Purchasing Division.
