Summary Explanation/Background

THE PURCHASING DIVISION AND THE PUBLIC WORKS DEPARTMENT/WATER AND WASTEWATER SERVICES RECOMMEND APPROVAL OF THE ABOVE MOTION.

 

The Office of Economic and Small Business Development (OESBD) established a County Business Enterprise (CBE) participation goal of 35% for this Agreement. Craven, Thompson & Associates, Inc. has committed to 35% CBE participation, which has been reviewed and approved by the OESBD (Exhibit 3).

 

This Agreement provides for professional engineering services for the design, permitting, bidding/award, geotechnical, printing, inspection, surveying and testing for the installation of a replacement potable water system and a new sanitary sewer system to serve Utility Analysis Zones: 357, 358, 359, 360, 361, 364 , 365 and 366 - in the District 3C serviced area. The scope of work will be deliberately phased with planned amendments for subsequent phases.

 

On June 11, 2019 (Item No. 76), the Board approved the Request for Proposals (RFP) No. PNC2118689P1. Three firms submitted proposals in response to the RFP.

 

On January 27, 2020, a Combination Initial and Final Evaluation Meeting was held. The Evaluation Committee determined that all three firms were both responsive and responsible to the RFP requirements and would move forward to final evaluation and scoring. Presentations from the three firms were heard by the Evaluation Committee. The Evaluation Committee named Craven, Thompson & Associates, Inc. as the first-ranked firm.

 

The Evaluation Committee's final recommendation of ranking was posted on the Purchasing Division website from February 7-13, 2020, which provided an opportunity for any aggrieved proposer to file a formal protest. There were no protests filed within this timeframe.

 

The final ranking was approved by the County Administrator on February 24, 2020.

 

Two negotiation meetings were held to negotiate this Agreement: March 19, 2020 and March 24, 2020. The meetings were attended by representatives from Craven, Thompson & Associates, Inc., the Purchasing Division, and the Public Works Department.

Fiscal Impact/Cost Summary

The source of funding for this project is the Water and Wastewater Construction Fund in the amount of $7,500,000. The balance of the funding in the amount of $10,498,755 will be funded in Fiscal Years 2021 through 2025 for a total amount of $17,998,755.
