VOTE:  9-0.  Commissioners Bogen, Fisher, Rich and Vice-Mayor Geller voted in the affirmative telephonically.

 

C. MOTION TO ADOPT budget Resolution No. 2020-271 within the Fiscal Year 2020 Transit Capital Grant Fund for the Transit Division, in the amount of $6,265,667.

Why Action is Necessary

A & B. Broward County, FL, as the grant applicant and recipient of federal financial assistance, is required by the U.S. Department of Transportation to take official action to authorize the Director of the Transportation Department and the County Attorney, or designated personnel, to execute and file necessary grant applications and all FTA-required documents for Federal assistance on the FTA’s Internet-based grant system.

 

C & D. Pursuant to Florida Statutes Section 129.06(2)(d), revenue requires Board action by Resolution to accept and allocate the funds.

Summary Explanation/Background

TRANSPORTATION DEPARTMENT AND TRANSIT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS

 

This item supports the Board’s Vision and Goal of "Cooperatively Creating an Efficient and Accessible Regional Intermodal Transportation Network" by providing additional capital funding to improve and enhance the transit system.

 

As part of the Fixing America's Surface Transportation (FAST) Act, funds from the Federal Transit Administration (FTA) are distributed by formula to the “Miami Urbanized Area,” (Miami UZA) consisting of Miami-Dade, Broward, and Palm Beach counties. Grant programs identified within this agenda item include: 5307 Urbanized Area Formula and 5339 Bus and Bus Facilities.

 

FTA 5307 programs fund eligible costs associated with purchasing buses, preventative maintenance, maintenance and rehabilitation of transit and passenger facilities, construction, communications, security, and transit enhancements (e.g., bus stop infrastructure, computer hardware and software). The 5339 program funds replace, rehabilitate and purchase buses and related equipment, as well as construct bus-related facilities. The formula allocation is based on a combination of factors, including: bus revenue vehicle miles, bus passenger miles, fixed guideway revenue vehicle miles, fixed guideway route miles, high-intensity bus systems using high-occupancy vehicle lanes, population and population density and number of low-income individuals.

 

The letters sent to the FTA Region 4 Administrator signed by the four county transit agencies, PalmTran, Broward County Transit (BCT), Miami-Dade Transit and the South Florida Regional Transportation Authority (SFRTA), outline the total allocation for the Miami UZA and the allocation to each sub-recipient based on FTA's formula for the grants. The 2020 FTA 5307 and 5339 apportionment to Broward totals $31,070,391, which includes a total of $1,144,259 ($1,005,275 in FTA 5307 and $138,984 in FTA 5339 funds) generated from the Community Shuttle program. The County provided capital and/or operating funding to and reported ridership data for the 19 listed cities listed in Fiscal Year 2019 (Exhibit 3).
