Why Action is Necessary

In accordance with the Broward County Procurement Code, Section 21.31.a.4, Award Authority, Board approval is required for awards exceeding $500,000. The contract threshold increase exceeds the authority of the Director of Purchasing.

 

What Action Accomplishes

Provides additional funding threshold for agriculture and lawn equipment required to maintain the Broward County Parks and Recreation Division and other Broward County agencies for the remaining term of the contract.

Summary Explanation/Background

THE PURCHASING DIVISION, THE PARKS AND RECREATION DIVISION, AND THE TRANSPORTATION DEPARTMENT/FLEET SERVICES DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

 

The Office of Economic and Small Business Development did not reserve this project for Small Business Enterprises under the Sheltered Market Program or assign County Business Enterprise participation goals based on the review of products requested.

 

The purpose of this contract is to provide agriculture and lawn equipment for the Parks and Recreation Division and other Broward County agencies.

 

On March 28, 2017 (Item No. 34), the Board awarded open-end contracts to multiple vendors under the State of Florida Contract No. 21100000-15-1, for Agriculture and Lawn Equipment, for the Parks and Recreation Division and other Broward County agencies, in the estimated amount of $650,000 for the remainder of the initial term effective through June 30, 2017, and authorize the Director of Purchasing to renew the contract, as renewed by the State of Florida, for three one-year periods, for a potential total amount of $2,600,000. The contract began August 9, 2017 and shall terminate on June 30, 2020.

 

On March 26, 2018, the Director of Purchasing approved a threshold increase in the amount of $195,000, increasing the not-to-exceed threshold amount to $2,795,000 to provide a sufficient threshold in order to continue purchasing replacement agriculture and lawn equipment needed for the Parks and Recreation Division.

 

As of March 27, 2020, the current expenditures on the contract were $2,792,902. Thus, the remaining amount on the contract is $2,098.

 

On February 19, 2020, the Parks and Recreation Division requested another contract threshold increase in the amount of $1,112,000 in order to continue purchasing replacement agriculture and lawn equipment for the Fiscal Year 2020 cycle (Exhibit 1). Each agency that will be purchasing the referenced equipment has indicated that there is sufficient budget within their Fiscal Year 2020 budget to cover the cost of the equipment.
