Why Action is Necessary

Section 125.01(1)p, Florida Statutes authorizes the Board to enter into agreements with other governmental agencies. Board action is required for Agreement approval to accept the grant award, and to recognize the award within the Environmental Protection and Growth Management Department.

 

What Action Accomplishes

This action provides funding for ambient air monitoring of Particulate Matter in Broward County from April 1, 2020 to March 31, 2022 and allows for the appropriation of this funding.

Summary Explanation/Background

THE ENVIRONMENTAL PROTECTION AND GROWTH MANAGEMENT DEPARTMENT AND THE ENVIRONMENTAL ENGINEERING AND PERMITTING DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

 

This item supports the County’s value of “Encouraging investments in renewable energy, sustainable practices and environmental protection” and Goal 1: “Seek funding for, implement policies and pursue projects promoting the use of alternative energies and sustainable practices.”

 

Motion A accepts the two-year Cooperative (grant) Agreement from the period of April 1, 2020 through March 31, 2022 (Exhibit 2). Retroactive approval is being requested because the grant award was not received from EPA until March 20, 2020.

 

Motion B adopts a budget Resolution for the first partial award under this agreement in the amount of $90,000 (Exhibit 3).

 

The Environmental Engineering and Permitting Division implements a federally and state approved local air pollution control program responsible for protecting and improving air quality in Broward County. The purpose of the U.S. EPA Section 103 grant is to provide funding to operate and maintain the fine particulate matter monitoring network in Broward County. The County’s Air Quality Program has been supported by the EPA Section 103 grant since 1999. The fine particulate monitoring network consists of five continuous monitors, one manual monitor, one carbon monitor and one speciation monitor.

 

Because the County is a recipient of funds from a federal agency under this agreement, the County’s standard terms are not included. However, this agreement was approved as to form by the Office of the County Attorney. This grant was reviewed and approved by the Grants Office.
