Summary Explanation/Background

TRANSPORTATION DEPARTMENT AND TRANSIT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION

 

This item supports the Board's Values and Goals of "Cooperatively delivering an efficient and accessible regional intermodal transportation network".

 

On May 15, 2019, the Federal Transit Administration (FTA) published a Notice of Funding Opportunity (NOFO) announcing the availability of $423,350,240 in competitive grant funding under its Fiscal Year 2019 Grants for Buses and Bus Facilities Program (5339(b)). On The Transit Division (BCT) submitted an application requesting $20.5M in funding with a proposed match of $30.8M in local surtax funds for a project to rehabilitate and reconstruct its Copans Road Operations and Maintenance Facility in Pompano Beach that was built in the early 1980s.

 

Demand for FTA’s Grants for Buses and Bus Facilities Program far exceeded available funds, as FTA received applications for 318 eligible projects totaling approximately $1.9 billion in funding requests, from a total of 270 applicants in 43 states and territories. Project proposals were evaluated based on criteria outlined in the NOFO.

 

On March 2, 2020, FTA  formally announced through the Federal Register (Exhibit 2) that BCT was one of only 94 projects selected nationwide, received an overall rating of “highly recommended” and was awarded $17,275,000 in Fiscal Year 2019 Grant funds for Buses and Bus Facilities. Funds will be used toward the project to rehabilitate and reconstruct BCT’s Copans Road Operations and Maintenance Facility utilizing sustainable design practices for the construction of new operations and training buildings, new parking facilities and adding infrastructure to accommodate electric buses and support vehicles.
