Summary Explanation/Background

THE LIBRARIES DIVISION RECOMMENDS THE APPROVAL OF THE ABOVE MOTION.

 

Approval of this item will support the Board’s Value to cultivate community culture, arts, recreation and life-long learning and the Goal to provide diverse artistic, cultural, educational, and historical amenities and programs that contribute to a vibrant multi-cultural and economically-viable community.

 

On October 22, 2019 (Agenda Item No. 26), the Board of County Commissioners approved a Library Services and Technology Act Grant Agreement from the State of Florida in the amount of $48,678 for the purpose of funding a pilot project “Virtual AARLCC”.  Virtual AARLCC expands access to African-American Research Library and Cultural Center (AARLCC) special collections through the utilization of 3D modeling and Augmented Reality (AR). The project is comprised of three components and provides libraries, schools, and online visitors free access to the Special Collections; the first component is development of the Virtual AARLCC exhibit website in partnership with the University of Arizona’s Center for Digital Humanities; the second component is the development of a guided, online tour of the exhibit; and third component is a library-based AR experience that uses cutting edge technology featuring artifacts from the exhibit. 

 

This Amendment modifies the Deliverables required to receive Payments No. 4 and No. 5 as detailed below. Due to COVID-19 and the resulting temporary closure of schools and libraries, BCL did not produce the deliverables regarding marketing materials and the library-based Augmented Reality exhibit. Despite the shutdown, the Libraries Division will fully complete the tasks necessary to promote the Virtual AARLCC pilot project and will produce and deliver the library-based augmented reality tour within the term of the grant agreement.

 

This Amendment modifies Deliverable No. 4 maintaining the original requirements that BCL create the Virtual AARLCC exhibit website and create the guided virtual tour; and eliminates the deliverable from the original agreement for BCL to produce Virtual AARLCC printed marketing materials previously required to receive Payment No. 4. BCL is required to document evidence of completion by providing a link to the Virtual AARLCC exhibit website and by providing the electronic webinar file or link to the virtual tour. The amendment removes the requirement for invoices and/or PDF versions of the printed marketing materials.

 

This Amendment also modifies Deliverable No. 5 maintaining the original requirements that BCL will present two virtual tours and purchase two Facebook ads promoting the Virtual AARLCC project; and eliminates the deliverable for BCL to present two library-based (in person) Augmented Reality tours required to receive Payment No. 5. BCL is required to provide documentation evidencing completion by providing a spreadsheet showing dates/times of virtual tours and the number of attendees and screenshots of two Facebook ads and invoices for the ad purchase. The amendment removes the requirement for a spreadsheet showing dates/times of AR tours and the number of attendees.


The County Attorney’s Office has reviewed and approved this Amendment as to form.
