Why Action is Necessary
Broward County is a recipient of financial assistance under FTA's Urbanized Area Formula Program (49 U.S.C. ? Section 5307) and in accordance with FTA regulations, the Board, as the governing body for Broward County and for the Transportation Department's Transit Division, is required to establish and certify that the Transit Division has a Public Transportation Agency Safety Plan (PTASP) in place that meets statutory requirements no later than December 31, 2020.

THE TRANSPORTATION DEPARTMENT/TRANSIT DIVISION RECOMMENDS APPROVAL OF THE ABOVE MOTION.

On July 19, 2018, the Federal Transit Administration (FTA) published the Public Transportation Agency Safety Plan (PTASP) Final Rule, which requires operators of public transportation systems that receive federal funds under FTA's Urbanized Area Formula Grants to develop new safety plans that include the processes and procedures to implement Safety Management Systems (SMS). SMS means the formal, top-down, organization wide approach to managing safety risk and assuring the effectiveness of a transit agency's safety risk mitigation.
