The delegation of authority to finalize negotiations and execute the agreement with Stiles Pirtle Joint Venture requires Board of County Commissioner’s approval.

Authorizes the County Administrator to negotiate and execute a Managing General Contractor Agreement for Broward County Judicial Projects with Stiles Pirtle Joint Venture allowing staff to more expeditiously issue the initial work orders for projects under the agreement.

Summary Explanation/Background

THE PUBLIC WORKS DEPARTMENT RECOMMENDS THE APPROVAL OF THE ABOVE MOTION.

 

The Office of Economic and Small Business Development established a County Business Enterprise (CBE) participation goal of 30% for this project (Exhibit 2).

 

On June 11, 2019 (Item No. 77), the Board of County Commissioners approved Request for Proposals (RFP) No. PNC2119163P1, for a Managing General Contractor, for Broward County Judicial Projects.

 

November 18, 2019, the County Administrator approved the ranking order for RFP No: PNC2119163P1, Managing General Contractor (MGC) for Broward County Judicial Projects, and established Stiles Pirtle Joint Venture as the Number One Ranked Firm.

 

Negotiations with Stiles Pirtle Joint Venture commenced in January 2020. Concurrent with those negotiations was negotiation of an emergency agreement with Stiles Pirtle Joint Venture to undertake correction of life safety issues in the Broward County Judicial Complex’s (BCJC) East Wing. Due to the more immediate response required for those life safety corrections, negotiation of the MGC for Judicial Projects agreement was postponed. While delaying the negotiation of the MGC agreement, the establishment of the agreement for emergency work has allowed for an expedited understanding and negotiation of the complex administrative requirements incumbent in the proposed MGC agreement.

 

The proposed MGC agreement engages the services of Stiles Pirtle Joint Venture for Broward County's various judicial projects. Work assignments will include "judicial system" projects including work at the BCJC (downtown campus), the South Garage, the Coca-Cola Building, the South Regional Courthouse replacement project, selected projects at the Main Jail, and various projects within the satellite courthouses.

 

The proposed MGC agreement enables the County to coordinate sequencing and scheduling of the array of projects that will affect the court system and allow for greater control and responsiveness to County staff. In addition to construction phase services, the MGC's services include pre-construction design and constructability reviews, estimating, scheduling, CBE recruitment and contracting, subcontractor bidding, occupancy assistance and warranty services.

There is no additional fiscal impact. The estimated total cost for all projects is $220,000,000 with individual projects funded through the General Capital Fund.
