The initial contract period shall begin on the date of award and will terminate one year from that date.

Summary Explanation/Background
THE PURCHASING DIVISION AND THE PUBLIC WORKS DEPARTMENT/WATER AND WASTEWATER SERVICES RECOMMEND APPROVAL OF THE ABOVE MOTION.
The Office of Economic and Small Business Development did not reserve this project for Small Business Enterprises under the Sheltered Market Program or assign County Business Enterprise participation goals to this solicitation based on the review of services requested (Exhibit 2).
The purpose of this contract is to provide fabrication and rehabilitation services for the gearboxes at Water and Wastewater Services.
Water and Wastewater Services has reviewed the single bid submitted by Condo Electric Motor Repair Corp. and concurs with the recommendation for award (Exhibit 3). No vendor performance evaluations were completed for Condo Electric Motor Repair Corp.
The allowances incorporated in the contract(s), in the total annual amount of $108,000, are for parts and materials, specialty subcontractor services, and permits and fees. Expenditures under these allowance items must be approved by the contract administrator and will be reimbursed at the contractor’s actual cost without mark-up.
In accordance with the Broward County Administrative Code, Section 26-102 (i), these services are covered services. Condo Electric Motor Repair Corp. has agreed to be bound to the contractual obligations of the Living Wage Ordinance, as amended.
The purchasing agent researched the prices submitted by the single bidder, Condo Electric Motor Repair Corp., and has determined that the prices submitted are fair and reasonable in comparison to a current Broward County Contract for these same services (Exhibit 4).
Incumbent: Condo Electric Industrial Supply, Inc., Contract No.: Y2113126B1, Contract Title: Gearbox Fabrication and Rehabilitation Services. Contract Term: August 22, 2017 to November 21, 2020. Expenditures to date: $285,588.
The bid was advertised on March 4, 2020 and was scheduled to open on March 20, 2020. However, upon review of the submittals it was determined that only one vendor had submitted a bid, Condo Electric Motor Repair Corp. To conduct additional outreach and invite other potential bidders, the Purchasing Division extended the bid opening deadline by one week and the bid opened on March 27, 2020; one bid was received with no declination (Exhibit 1).
On July 24, 2020, this single bid was provided to the Office of the County Auditor. There was no protest filed regarding this procurement.
