Why Action is Necessary

Section 20.31(b)(3), Broward County Administrative Code, requires that the Broward County Board of County Commissioners (“Commission”) approves all state and federal grant agreements.

 

What Action Accomplishes

Approval will enable Broward County to apply for federal funding to continue providing health care, support and outreach services to eligible Broward County residents living with HIV.

Summary Explanation/Background

THE HUMAN SERVICES DEPARTMENT AND THE COMMUNITY PARTNERSHIPS DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

 

This action supports the Commission value of “approaching human services collaboratively and compassionately, with special emphasis on the most vulnerable,” and the goal to “effectively advocate for and acquire municipal, state and federal financial support to equitably address health and human services needs of the entire community, through a truly coordinated system of care.” Securing federal grant funding will facilitate the continued provision of needed services to eligible Broward County residents living with HIV.

 

Broward County has received Ryan White (“RW”) Part A grant funding from HRSA since 1991. The funds assist in developing or enhancing high quality, community-based care for low-income individuals and families affected by HIV-related illnesses in Eligible Metropolitan Areas.

 

In the 2020-2021 grant period, HRSA awarded Broward County $15,886,455 in RW Part A funds to serve 8,500 unduplicated individuals living with HIV. The most recent Florida Department of Health HIV/AIDS Surveillance Report documented 21,048 persons living with HIV/AIDS in Broward County. In the 2021-2022 grant period, Broward County anticipates serving approximately 9,000 unduplicated individuals living with HIV as determined by the Broward County HIV Health Services Planning Council (Exhibit 1).

 

Historically, Broward County has met all federally mandated Conditions of Award, including ensuring unexpended grant funds are below 5% of the total grant award.

Fiscal Impact/Cost Summary

The County's RW program is 100% funded through federal dollars from HRSA. No County funds are required. The program would be discontinued if grant funding is no longer available.
