Summary Explanation/Background

THE COMMUNICATION AND TECHNOLOGY DIVISION RECOMMENDS THE APPROVAL OF THE ABOVE MOTION.

 

The Genesis software and maintenance support agreement is an essential service agreement which includes telephone and remote support, system analysis and software updates. This software is a tool used to monitor the Public Safety Radio System performance.

 

On September 27, 2012 (Agenda Item Nos. 60 and 61), the Board delegated the authority to execute the 2nd amendment to the July 1, 2003 Interlocal Agreement, and directed the County Administrator to reflect changes to the Fiscal Year 2013 proposed budget to reflect the return of the Office of Communications Technology as a County agency. On the same evening, the Board approved the Fiscal Year 2013 County Budget, which placed the appropriation for expenses related to the Regional Communications Systems from the Broward Sheriff’s Office to an agency under County government, Office of Communications Technology.

 

The Genesis software license, maintenance & support was provided for through a PO only when the responsibility for Regional Communications Systems was with the Broward Sheriff’s Office. In alignment with County assuming these responsibilities, the Genesis software license, maintenance & support agreement (A1202910A1) was executed on November 17, 2013 and noted for the record in Board Agenda Item No. 40 of the December 10, 2013 meeting. The agreement was executed by the County Administrator pursuant to the October 8, 2013 Board action (Agenda Item No. 21), authorizing the County Administrator to execute agreements; purchasing contracts; system maintenance agreements for regional assets; operational agreements; municipal interlocal agreements; lease agreements and any other agreements that may be necessary to expedite the implementation/facilitation of the Consolidated Regional E-911 Communications System. The term of the agreement was from 11/17/2013 through 11/16/2018, with an option to renew for two additional one-year terms. The agreement is currently set to expire November 16, 2020.

 

Genesis is the only provider for the software used to monitor and manage the Motorola radio system. The Genesis software provides software tools to monitor, manage and report on voice and data communications performance of the public safety radio system.

 

Three previous amendments to the agreement have been executed by the Director of Purchasing to increase the not to exceed amounts for increased costs of maintenance and support.

 

The purpose of the fourth amendment is to extend the term through September 30, 2021,   and to add up to two optional one year renewal terms thereafter, and to increase the total not-to-exceed amount of the Agreement by $33,000, from $65,500 to $98,500.
