Summary Explanation/Background

THE PURCHASING DIVISION AND THE PUBLIC WORKS DEPARTMENT / CONSTRUCTION MANAGEMENT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

 

The Office of Economic and Small Business Development (OESBD) established a County Business Enterprise (CBE) participation goal of 25% for this agreement. Walters Zackria Associates, PLLC has committed to 25.20% CBE participation, which has been reviewed and approved by the OESBD (Exhibit 2).

 

This Agreement provides for professional architectural and engineering consultant services for Property Appraiser and Value Adjustment Board (VAB) Building Renovation project. The project consists of the building renovation for the existing 74,800 square foot County-owned three-story building located at 1801 NW 49th Street, Fort Lauderdale, Florida 33309.

 

The building was constructed in 1999 and is located on an approximately 5.96-acre site. The County purchased the building in February 2019 to house the Broward County Property Appraiser’s Office and VAB. Additionally, the remaining building area is anticipated to be used for other Broward County agencies.

 

The renovation will include re-roofing, window repairs/replacement, structural improvements to meet current High Velocity Hurricane Zones (HVHZ), Florida Building Code requirements Risk Category II (170 MPH), American Disability Act (ADA) compliance, and other site, building and building system improvements identified during the consultant’s programming phase. Additionally, Leadership in Energy and Environmental Design (LEED), Silver Certification (minimum rating) per the U.S. Green Building Council (USGBC) will be obtained.

 

The scope of services under this Agreement includes program verification, schematic design, design development, construction documents, permitting support, bidding, construction administration, warranty and post-occupancy support and other related professional services.

 

On November 5, 2019 (Item No. 76), the Board approved the Request for Proposals (RFP) No. PNC2119501P1. Four firms submitted proposals in response to the RFP.

 

On March 16, 2020, a Combination Initial and Final Evaluation Meeting was held. The Evaluation Committee (EC) determined that four firms were both responsive and responsible to the RFP requirements. After presentations, evaluation, scoring and ranking, the EC named Walters Zackria Associates, PLLC as the first-ranked firm.

 

The EC's final recommendation of ranking was posted on the Purchasing Division website from March 25-31, 2020, which provided an opportunity for any aggrieved proposer to file a formal protest. There were no protests filed within this timeframe.

 

The final ranking was approved by the County Administrator on April 6, 2020.

 

Four meetings were held to negotiate this Agreement: April 6, 14 and 24, 2020 and May 21, 2020. The meetings were attended by representatives from Walters Zackria Associates, PLLC, the Purchasing Division, and the Construction Management Division.
