Allows for funding of high priority security enhancements at Port Everglades that were identified and approved by the U.S. Coast Guard Captain of the Port (“COTP”) and the Miami Area Maritime Security Committee.

Summary Explanation/Background
THE PORT EVERGLADES DEPARTMENT RECOMMENDS APPROVAL.
This item supports the Broward County Board of County Commissioners' Value of "Ensuring economic opportunities for Broward's diverse population and businesses" and the Goal to "Increase the economic strength and impact of revenue generating County enterprises balancing economic, environmental, and community needs."
The Port Everglades Department has been identified as eligible for a U.S. Department of Homeland Security (“DHS”), Federal Emergency Management Agency (“FEMA”) grant under the Federal Fiscal Year 2020 Port Security Grant Program (“PSGP”) in an amount of up to $822,811 to fund specific priorities to address the prevention of, protection against, response to, and recovery from, incidents or other natural or man-made disasters (to include all-hazard compatibility) affecting the Port Everglades Port Area. The grant complements previous PSGP awards that the Port Everglades Department has used to update and improve the overall quality of layered security infrastructure.
This grant will provide funding for an advanced video system to integrate and enhance the Port's current maritime domain awareness capabilities, and to repair, replace and enhance the Port’s current dynamic closed-circuit television system that provides security coverage to the outer waterfront areas, perimeter fencing and interior of the cruise terminals. This also includes upgrading the Port Everglades Security Storage Area Data Network Servers against cyber threats.
Funding for critical projects approved by the U.S. Coast Guard and FEMA require a 25% cost share ($274,271) by grant recipients. Total estimated project cost for the two approved security projects, including the County matching funds, totals $1,097,082.
The Fiscal Year 2020 PSGP funding allocations were announced by the U.S. Department of Homeland Security on June 30, 2020. The Grant Award letter was received on September 1, 2020 (see Exhibit 2).
