Summary Explanation/Background

THE OFFICE OF ECONOMIC AND SMALL BUSINESS DEVELOPMENT RECOMMENDS APPROVAL OF THE ABOVE MOTION.

This item supports the Board of County Commissioners' Value: A vibrant economy with a diverse, skilled workforce, in a County offering unique advantages that attract all types of businesses to create equitable, countywide prosperity; and the Goal: Attract and retain all types of business, especially high-wage industries that offer employee benefits, through partnerships with the Alliance, chambers of commerce, colleges and universities, CareerSource, and any other available avenues.

In December 2017, the Health Foundation of South Florida, in partnership with Citi Community Development and Federal Reserve of Atlanta, held the first convening for executives of anchor institutions and community partners where there was demonstrated interest in a shared vision for taking collective action towards building community wealth. The group identified two key areas of opportunity: supplier diversity and workforce development. By early 2019, leaders from Health Foundation of South Florida, SFAA’s backbone organization that operates all of its activities, began reaching out to anchor institutions. Within a few months, workgroups for Broward and Miami-Dade counties were established and began meeting. These meetings were attended by anchor staff members and leaders, who could provide invaluable institutional knowledge about strategic areas of opportunity and collaboration.

Since 2019, many Broward County organizations, including the Urban League of Broward County, the Broward County Office of Economic and Small Business Development (OESBD), the Greater Fort Lauderdale Alliance, the Broward Sherriff’s Office, the Broward County School Board, Memorial Healthcare, Broward Health, and others, have been actively participating in SFAA meetings to create an SFAA Strategic Blueprint with the goal to build a healthy, thriving, and prosperous South Florida; a model for America’s counties of the future-forward-thinking, inclusive, sustainable, healthy, and resilient.  County staff from OESBD, Human Resources and the Purchasing Division have participated in working group meetings and SFAA events.

SFAA has requested that all participating anchor institutions pledge to collaborate in the implementation of SFAA’s mission to foster individual and collective actions that address economic and social conditions to strengthen the health and welfare of South Florida residents. There is no cost to Broward County to participate in SFAA and Broward County will only support initiatives that are directly aligned with the Board’s vision, values, and goals.
