Summary Explanation/Background
On May 1, 2020, Broward County (“County”) received an unsolicited proposal related to the lease and development of Broward County-owned land in Unincorporated Southwest Broward County (“Unsolicited Proposal”), pursuant to Section 255.065, Florida Statutes (“P3 Statute”).
In response to receipt of the unsolicited proposal and pursuant to the P3 Statute, on June 22, 2020, the Purchasing Division published Solicitation No. PNC2121385F1 Land Development Opportunity in Unincorporated Southwest Broward County, for a period of 51 days. By August 12, 2020 due date, the County received three proposals: Bridge Development Partners, LLC (Exhibit 1); Helms Development/Clarion Partners (Exhibit 2); and Vital Pharmaceuticals, Inc. (VPX), d/b/a Bang Energy (Exhibit 3). These three proposals were received in addition to the original unsolicited proposal, which is confidential pursuant to Section 255.065, Florida Statutes.
County staff has evaluated the four proposals using the criteria set forth in the P3 Statute, and believe that the confidential unsolicited proposal originally received and the proposal received from Vital Pharmaceuticals, Inc. (VPX), d/b/a Bang Energy (Exhibit 3) in response to the bid, both address the interests of the County, including and especially economic impacts to the County. Proposals received in response to the bid from Helms Development/Clarion Partners and Bridge Development Partners, LLC. are believed by County staff not to address the interests of, and economic impact to the County. The Office of Economic and Small Business Development prepared a comparison matrix of the three proposals received in response to the bid (Exhibit 4) and recommends that the Board ranks the proposals in order of preference. The Office of Economic and Small Business Development recommends the Board determine that the unsolicited proposal and the VPX proposal be the highest ranked, and that they be invited to make presentations to the Board.
