Summary Explanation/Background

THE PARKS AND RECREATION DIVISION RECOMMENDS APPROVAL OF THE ABOVE MOTION.

 

On December 31, 2015, the Director of Purchasing executed the Renewal and Restatement of Concession Agreement between Broward County and Kempersports All Golf, LLC (“All Golf”) for Golf Driving Range and Miniature Golf Facility at C.B. Smith Park (“the Renewal Agreement”). The Renewal Agreement restated and amended the original, February 6, 1996, 20-year concession agreement in its entirety for ease of reference, to update the agreement with County’s standard agreement provisions, and to extend the term for five years through February 5, 2021, with two remaining option five-year renewals.

 

All Golf offers a wide variety of recreational opportunities for Broward County residents and visitors. Located at C.B. Smith Park since 1996, the All-Golf Family Fun Center offers a golfing experience for the entire family and is a popular South Florida outdoor recreation facility. All Golf offers 28 illuminated hitting bays on the ground floor and 22 on the upper deck, a grassy tee box area, a putting green, and an area to practice sand shots. Additionally, eight batting cages for baseball or softball are available, as are two miniature golf courses. The pro shop offers a variety of items for the golfer, and professional instruction and clinics are also offered on a regular basis.

 

From the beginning of Fiscal Year 2015 through the end of Fiscal Year 2019, All Golf has hosted over 470,000 visitors, generating $374,012 in revenue to the County. During the past five years, All Golf has expended over $375,000 in upgrades to the facility, including sand blasting and repainting the netting poles; replacing the protective netting and the batting cage nets; refurbishing the upper deck safety beams and replacing the safety netting; installing new batting cage machines, a new fire alarm system, LED lights for the hitting bays, and new carpeting for the miniature golf course; replacing two air conditioning units; replacing the golf hitting bays and mats; and repainting the interior pro-shop. Not only is All Golf a valued partner for the County, but is also a responsible and engaged community partner, having hosted or supported a variety of charity and school fundraising events, company team building activities, summer and holiday camps, and other community social activities.

 

This First Amendment utilizes the first of two remaining optional five-year renewals, extending the term through February 5, 2026. All other terms and conditions of the Renewal Agreement remain the same.

 

The First Amendment has been reviewed and approved as to legal sufficiency by the Office of the County Attorney.

The current $4,000 Minimum Monthly Fee Guarantee remains unchanged, providing revenue of $240,000 to the County over the five-year extended term.
