The Broward County Charter requires the posting of notice and a public hearing for adoption of amendments to the Broward County Administrative Code.

Enables the setting of a public hearing during which the Board may consider adopting fees for locksmith and apprentice locksmith licenses and business registration certificates.

Summary Explanation/Background

On October 6, 2020, the Board will consider enactment of an Ordinance establishing regulations for persons providing locksmithing services in Broward County ("Ordinance").  The proposed Ordinance requires that individuals providing locksmithing services obtain a locksmith license or locksmith apprentice license and that locksmithing businesses obtain registration certificates.  The Environmental and Consumer Protection Division is responsible under the Ordinance for administering and enforcing its terms.  The proposed Resolution establishes fees for licenses and registration certificates to cover the cost of implementing the Ordinance, consistent with the Fiscal Impact Statement of the Office of Management and Budget for the Ordinance, attached hereto as Exhibit 3.  Fees would be required to be paid upon obtaining the initial license/registration and upon each renewal. Renewal is required annually.

According to the Fiscal Impact Statement prepared by the Office of Management and Budget for the Ordinance and attached as Exhibit 3, the proposed fees should be sufficient to offset the cost of implementing the Locksmith Act.
