MOTION TO AUTHORIZE County Administrator to amend Broward County's Five Year Strategic Consolidated Plan for Fiscal Year 2015-2019 and the accompanying Annual Action Plans for Fiscal Year 2015/2016 through 2019/2020 for the U.S. Department of Housing and Urban Development ("HUD") Community Planning and Development Grants; reprogramming funds and revising Community Development Block Grant ("CDBG"),  Coronavirus Aid, Relief, and Economic Security (CARES) Act Community Development Block Grant Coronavirus (CDBG-CV) funds and Home Investment Partnership Program Grant (HOME) funds, based on the recommendations; authorizing the County Administrator to take all necessary administrative and budgetary actions for implementation of the changes, to submit a copy of the amendment to HUD, and to execute agreements, amendments, reinstatements and interlocal agreements with subrecipients of funding for the respective CDBG, HOME and ESG Programs, subject to approval as to form by the Office of the County Attorney.

Why Action is Necessary

A.  Board approval is required to appropriate unanticipated funds and authorize County Administrator to execute interlocal agreements for the administration and implementation of grants with other municipalities.

 

B.  Board action is required to amend Five Year Strategic Consolidated Plans and Annual Action Plans for HUD to add additional HUD funding allocations and implement substantial changes to program funding allocations and priorities.

 

What Action Accomplishes

 

A. This motion authorizes the County Administrator to execute Interlocal Agreements with the City of Coconut Creek and take all necessary administrative and budgetary actions to administer and implement their CDBG entitlement grant funds.

Summary Explanation/Background

THE ENVIRONMENTAL PROTECTION AND GROWTH MANAGEMENT DEPARTMENT AND THE HOUSING FINANCE AND COMMUNITY REDEVELOPMENT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.

 

This item supports the Board's value: Offering sustainable, compatible, innovative housing options for all income-levels, including integrated, permanent supportive housing, and the corresponding goal of increasing the availability of affordable housing of all types, countywide in every community using effective, uniform criteria, policies and strategies.

 

Motion A

 

The City of Coconut Creek has requested that the County administer and implement their CDBG entitlement grant funds from Fiscal Year (FY) 2017 through FY 2020. The CDBG fund allocations are $46,302 in FY 2017, $129,526 in FY 2018, and $173,130 in FY 2019 for a total of $348,958, of which $74,229 is for planning and administration. The County previously entered into an ILA to implement the City’s purchase assistance (PA) program and assist the City with the administration and implementation of their capital projects and overall planning.

 

Motion B

 

Amendments to the five-year consolidated plans and annual action plans are needed to accommodate substantial changes requested by HUD, the participating small cities, the Consortium Entitlement municipalities and the Housing Finance and Community Redevelopment Division for projects funded with CDBG, CDBG-CV and HOME funds. The changes recommended below and detailed on Exhibit 1 effectively provide modifications to allow successful and timely implementation of these grant funds.

 

Community Development Block Grant (CDBG) Amendments/Changes and CARES Act/CDBG/CV:

 

a.                     The City of Dania Beach is requesting to change their FY 2019/2020 activity/project from the Wayfinding Signs to the 45th Year Oasis XIV Neighborhood Improvement Project

b.                     The City of Oakland Park is requesting to change their FY 2016/2017 through FY 2018/2019 CDBG allocation and balances from the Mainstreet Enhancement Project to the Municipal ADA and Accessibility Parking Lot at Park Place.

c.                     Broward County’s Housing Finance and Community Redevelopment Division is requesting to reallocate funding from the Land Acquisition activity/project, to the Down Payment/Purchase Assistance activity/project.

d.                     At the June 2, 2020 Broward County Commission meeting, the Board approved Agenda Item 20 that appropriated and allocated the CARES Act CDBG-CV funding. At the time, the City of Lauderdale Lakes requested to implement their own programs. On August 27, 2020, the City requested that the Broward County Housing Finance and Community Redevelopment Division administer and implement their CDBG-CV program. The City is requesting that the funds be allocated to Senior Meals and Rental Assistance projects.

HOME Investment Partnership Grant (HOME) and HOME Community Housing Development Organizations (CHDO) Amendments/Changes:

a.                     The City of Coral Springs is requesting to change their FY 2018/2019 HOME funds from Housing Rehabilitation to Purchase Assistance (PA) program/activity.
