Why Action is Necessary

In accordance with the Broward County Procurement Code, Section 21.32.c, Competitive Sealed Proposals, Board approval is required prior to advertisement for competitive sealed proposals that have an anticipated total value of more than $500,000.

Approves a Request for Proposals solicitation to engage the services of a qualified firm to provide construction engineering and inspection services, and technical support services related to improvements/construction of Countywide transit infrastructure.

Summary Explanation/Background

THE PURCHASING DIVISION AND THE TRANSPORTATION DEPARTMENT / TRANSIT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

 

This item supports the Board's Value of "Consistently delivering responsive, efficient, quality services to the public and internal customers" and its Goal to “Build into every process and service effective checks and balances that do not cause inefficiency, but rather ensure consistency, continuity, and quality”.

 

The Office of Economic and Small Business Development established a County Business Enterprise participation goal of 30% for this project (Exhibit 2).

 

The purpose of this solicitation is to engage the services of a qualified consulting engineering and inspection firm to provide construction engineering and inspection professional services, and technical support services related to improvements/construction of Countywide transit infrastructure projects. Services include construction inspection functions and support services. The Consultant shall also provide coordination of all activities, correspondence, reports, and other communications related to its responsibilities under this agreement.

 

Award of a contract does not limit the County’s options to procure the services outlined from other vendors or consultants or from completing all or part of the described services by the County’s own staff. The firms will be commissioned under this contract through work authorizations on an as-needed basis.  The continuing contract will have a duration of an initial three-year period with two additional one-year renewal terms. 

 

The RFP method of procurement was selected for this project to best serve the County with additional evaluation criteria other than price alone. The RFP method provides for predefined evaluation criteria for ranking of firms based upon the required specialized technical expertise. Proposers are required to determine the best method to accomplish these specialized services. Due to the requirements of the Consultants’ Competitive Negotiation Act (CCNA), this RFP will not use price as an evaluation criterion; therefore, proposers are required to determine the best method to accomplish the specialized services as outlined in the RFP (Exhibit 1).

 

This RFP has been reviewed with the County Auditor’s Office and all matters have been addressed.
