Summary Explanation/Background
THE PURCHASING DIVISION AND THE AVIATION DEPARTMENT RECOMMEND APPROVAL OF THE ABOVE MOTION.
There are no goals assigned to this contract because an emergency procurement approved by the Director of Purchasing is exempt from application of participation goals.
The purpose of this contract is to provide COVID-19 related cleaning and sanitization services using electrostatic sprayers for the Transportation Security Administration (TSA) Passenger Inspection Checkpoints, Checked Bag Resolution Areas (CBRA), and the On-Screen Alarm Resolution Procedure (OSARP) rooms at Broward County’s Fort Lauderdale-Hollywood International Airport (Airport).
On July 10, 2020, Sunshine Cleaning Systems, Inc. provided Broward County Aviation Department (BCAD) a proposal in the amount of $164,680 per month. The services began on August 26, 2020 and will terminate on December 31, 2020. Thus, the total estimated cost for cleaning and sanitizing TSA spaces from August 15, 2020 through December 31, 2020 is $747,150.
On August 11, 2020, BCAD requested approval of an emergency procurement to Sunshine Cleaning Systems, Inc. in the total amount of $823,398, which was revised to $747,150, for COVID-19 related cleaning and sanitization services at the Airport (Exhibit 1).
Sunshine Cleaning Systems, Inc. is currently providing janitorial services at the Airport using Contract No. BLD2117566P1. The COVID-19 related cleaning and sanitization services in this request cannot be performed using Contract No. BLD2117566P1 because Contract No. BLD2117566P1 does not include the OSARP and CBRA locations, and the cleaning and sanitizing of TSA’s specific equipment. Due to this being an emergency procurement because of the COVID-19 pandemic, familiarizing any other cleaning service provider through vetting and badging its employees for BCAD’s security process would delay the implementation of the enhanced cleaning and sanitization services by 30 to 45 days. Sunshine Cleaning Systems, Inc. has been vetted, badged, and is familiar with all the Airport locations and TSA security requirements. As a result of the current pandemic, there is an acute shortage of essential supplies, and the required electrostatic sprayers for the requested services are not readily available. Sunshine Cleaning Systems, Inc. has several electrostatic sprayers in its equipment inventory.
Prior to the implementation of this emergency procurement, Sunshine Cleaning Systems, Inc. was providing cleaning services to the TSA occupied space, including all Passenger Inspection Checkpoints. Due to the emergency of the COVID-19 pandemic, the existing cleaning services were enhanced by providing electrostatic and other cleaning at the checkpoints nightly and throughout the day. This emergency procurement with Sunshine Cleaning Systems, Inc. has now enhanced cleaning further, to include the cleaning of the TSA bins, specific TSA equipment, and continuous cleaning while Passenger Inspection Checkpoints are open. The expedited service was necessary to enhance and protect the overall health, welfare, and safety of our internal and external customers at the Airport.
On August 26, 2020, the Director of Purchasing approved the emergency procurement of Contract No. BLD2121739B1 for TSA cleaning and sanitizing services to Sunshine Cleaning Systems, Inc. in the estimated amount of $747,150 for BCAD.
