In accordance with the Broward County Procurement Code, Section 21.54.c, the Board is required to approve all standardizations greater than the award authority of the Director of Purchasing; and Section 21.43, the Board is required to approve all contracts for supplies or services of more than five years.

Summary Explanation/Background

THE FINANCE AND ADMINISTRATIVE SERVICES DEPARTMENT AND THE PURCHASING DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

 

This item supports the Board's Value of "Consistently delivering responsive, efficient, quality services to the public and internal customers"; and its Goal to "Build into every process and service effective checks and balances that do not cause inefficiency, but rather ensure consistency, continuity, and quality".

 

Broward County has utilized the Citrix line of products and services to integrate business processing with success since 2008. Citrix Systems Inc. (Citrix) is a registered entity in the State of Florida, with its corporate headquarters located in Broward County.

 

The Enterprise Technology Services (ETS) Division, the Water and Wastewater Services Division, and the Office of Regional Emergency Services and Communications rely on Citrix products to provide secure connections for various services. Citrix is a market leader in web portal-based delivery of applications and computer network resources to external entities. Citrix technology provides a highly secure platform for County staff to access paystubs, email, and additional internal applications from an outside location. Future state use of Citrix product includes the ability to offer PeopleSoft Human Capital Management (HCM) self-service to staff under this same external web portal. Delivery of these services use a Citrix Application Delivery Controller. For teleworking employees, Citrix Virtual Private Network (VPN) became the standard for access to the County network using a private encrypted tunnel via the internet from isolated locations. Citrix desktop products deployed in the Water and Wastewater Services Division allow staff the use of one workstation functioning as two (physical and virtual) for simultaneous access to the Broward County network and the specialized water and sewer utility work. The same Citrix technology provides highly secure services within the regional Public Safety network, an environment used by law enforcement across the various cities.

 

Sole source/sole brand designation will allow the procurement of standardized Citrix offerings (Exhibit 1). ETS seeks to create a consolidated enterprise-wide procurement contract for on-going support and maintenance. In addition, ETS in conjunction with the Purchasing Division will evaluate the best method to procure new equipment and new licenses - as authorized resellers currently are permitted to sell only new equipment and licenses. Currently, Citrix is the sole source/sole brand provider of existing software licensing and support subscriptions. Citrix-branded hardware is currently available through alternate government contracts. By standardizing Citrix, the County will consolidate all procurement vehicles under a single enterprise-wide agreement. This enterprise agreement consolidates expenditures, administration and accounting functions using economies of scale for strategic sourcing of all Citrix products and services Countywide.
