Summary Explanation/Background

REGIONAL EMERGENCY SERVICES AND COMMUNICATIONS AND THE EMERGENCY MANAGEMENT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.

 

The Fiscal Year 2019 Urban Areas Security Initiative (UASI) reflects the intent of Congress and the Administration to enhance and quantify the preparedness of the nation to combat terrorism and continues to address the unique equipment, planning, training, and exercise needs of large high threat urban areas. Program activities must involve coordination by the identified core city, core county/counties, and the respective State Administrative Agency. Funding for the UASI Grant Program 2019 was appropriated by U.S. Congress and is authorized by Public Law 108-11, the Emergency Wartime Supplemental Appropriations Act, 2003. The UASI Program assists high-threat, high-density Urban Areas in efforts to build, sustain, and deliver the capabilities necessary to prevent, protect against, mitigate, respond to, and recover from acts of terrorism.

 

The U.S. Department of Homeland Security Award Allocation to Miami/Fort Lauderdale UASI is $7,000,000. Withheld State Management and Administration costs are 5% of the Award Allocation, totaling $350,000. The Expendable Award allocation is $6,650,000. These funds will be used to assist the Miami/Fort Lauderdale Urban Area during the Fiscal Year 2019 UASI Grant Program cycle. Of the $6,650,000 in Expendable Award allocation funds, as indicated in Exhibit 2, Attachment "A" - Proposed Program Budget, $332,500 is programed for the City of Miami for Management and Budget, and $1,750,000 (or 25% of Award Allocation) is programed for required regional law enforcement projects. The remaining balance is allocated to regional and local voting entities that comprise the Miami Urban Area Working Group (UAWG). As a member of the UAWG, Broward County will receive $146,300 as delineated in line items 2019-01A and 2019-01B in the FY 2019 Budget of the City of Miami, which is designated for the Broward Emergency Management Division for funding for one Senior Emergency Management Planner and one consultant to provide the County Logistics and Resource Management Plan Update.

 

The City of Miami has been the coordinating and sponsoring entity for the Joint Miami-Fort Lauderdale UASI since Fiscal Year 2011. The UAWG serves as the governing body of the Miami UASI with each entity receiving an allocation from the grant award. The defined Urban Area designated by the UAWG includes the four Southeast Florida counties (Broward, Miami-Dade, Monroe, and Palm Beach). Additionally, the following jurisdictions have been identified as "participating jurisdictions" for the purposes of UAWG membership: City of Coral Gables, City of Coral Springs, City of Fort Lauderdale, City of Hialeah, City of Hollywood, City of Key Biscayne, City of Miami, City of Miami Beach, City of Miami Gardens, City of Miramar, City of Pembroke Pines, City of Sunrise. The UAWG voting membership consists of the above-named cities, as well as Broward County, Miami-Dade County, Monroe County and Palm Beach County emergency management agencies, the Palm Beach and Broward County Sheriff's Offices, a Regional Citizen Corps Representative, and a representative from the Florida Department of Law Enforcement/Regional Domestic Security Task Force.
